- Continue to address inequality in our schools and ensure underserved students have access to innovative models of education. I will make sure students in need can access the technology and individualized instruction they need to succeed.
- Continue careful oversight of our COE budget, spending taxpayer dollars wisely and efficiently. Requesting transparency in administrative expenses and fair hiring practices, I remain fiscally conservative during these times of limited budgets.

Biography
Melissa Baten Caswell is running for the Santa Clara County Board of Education to work collaboratively to bring about the change we need to make sure all Santa Clara County kids thrive. Melissa is an innovator, problem solver, former tech executive, entrepreneur, and current school board member with a record of getting things done.
The oldest of three girls, Melissa was born in White Plains, New York, where she spent her childhood. She received her undergraduate and MBA degrees from Dartmouth and went on to spend more than 20 years as an executive in finance, marketing and strategy — first on Wall Street and later in Silicon Valley. Throughout her career, Melissa developed a reputation for problem solving that made her highly sought after by large technology companies. As a young woman in the business world, Melissa faced many obstacles, including pay disparities and the challenges of balancing motherhood and work that many women deal with. This desire for equality is something Melissa has carried with her to this day.
Melissa worked as a tech executive to implement innovative solutions in her roles at companies such as Sun MicroSystems, Compression Labs and Calico Commerce. She later went on to start her own education focused tech startup called CollegeMojo, helping students organize and manage the college application process. Today, Melissa runs her own small business, providing marketing strategy, corporate positioning and program development services to a variety of companies.
In 2001, Melissa became more active in her children’s schools and was compelled to use the skills she had garnered in her career to help solve the challenges facing their school communities. Melissa was asked to serve on the PTA board and eventually served as PTA president.
Through her work on the PTA, Melissa found her passion for high quality, transparent and accountable public education. She committed herself to supporting and improving our public school system, and to ensuring every parent had a voice in the process. She served as president of the Duveneck School PTA, president of the PTA Council, and was appointed to the 6th District PTA’s Leadership Council, which covers all of Santa Clara County. As a longtime equity advocate, Melissa worked collaboratively on the PTA to elevate the voices of Black and Brown parents during the search for a new superintendent, and pushed for policies and programs to better recruit and retain Black and Brown teachers.
Melissa continued her advocacy for public schools with her 2007 election to the Palo Alto Unified School District (PAUSD) Board, on which she has served from 2007 to the present, winning re-election twice. As a school board trustee, Melissa continuously works to build effective partnerships with community stakeholders, to implement creative solutions to the many challenges students, parents and educators face, and to ensure all kids receive the education they deserve. She began her term by securing pro bono assistance from a major consulting firm to develop a landmark Strategic Plan, which provided clear, focused and measurable goals for Palo Alto schools. Melissa’s years of business experience also taught her the importance of collaboration. In order to move our schools forward, she knew she had to listen to stakeholders, focus priorities and work together to accomplish what needed to be done. During her time as a board member, Melissa has supported strong, working partnerships between the school district and city officials. Melissa also demanded that our schools do a better job of actively recruiting underserved students for our Advanced Authentic Research projects, AP classes and for leadership and mentorship opportunities. She pushed for graduation requirements to increase student eligibility to the California public university systems, as well as better first teaching and academic support across elementary and secondary levels for low-income struggling students that has included high expectations, kid-by-kid analysis, engaging academic opportunities and providing academic scaffolding before kids fail.
As a result of Melissa’s work on the Palo Alto School Board, she was appointed to serve on the Santa Clara County School Boards’ Association where she was elected to serve as vice president and then president. In these roles, Melissa continues to build a successful track record facilitating interaction between our schools and local legislators. She helps school board members connect with each other to understand countywide challenges and share best practices. Melissa is also an elected Delegate to the California School Boards Association, and has been an active participant with the California Association of Suburban School Districts and Schools for Sound Finance for many years. In these roles, she worked at the state and local levels to bolster funding for our schools and strategize on solutions to education challenges.
In addition to her work in and on behalf of our schools, Melissa has served the community’s children and families in a variety of capacities. She is currently a member of the Art Center Foundation’s Emeritus Board and a Parent Advisory Board member for Bucknell University. She was a founding board member of Youth Community Service, whose mission includes bringing students together across the economic, social and race divide in Palo Alto, East Palo Alto and East Menlo Park to address social and community service issues. She was a board member and campaign cabinet member of the Palo Alto Art Center Foundation, an ambassador for Palo Alto’s Family Resources, a member of the Palo Alto Medical Foundation’s Community Advisory Board, a member of the Parent Advisory Board for the Downtown Children’s Center Preschool, and has actively participated in several mayoral tasks forces.
Melissa and her husband Lee moved to Palo Alto in 1990 where they raised their two children. She spends her free time reading, skiing, hiking, swimming and kayaking. She is also an artist who enjoys working with watercolor, oil paint, pencil, clay and jewelry.

The County Board of Education should provide transparent oversight and accountability for the charter schools they approve. Charter schools should be held accountable for the metrics they agree to when they are approved; including those of diversity and special needs support. If problems come up between charter schools and public schools in communities where the County Board of Education has approved a charter, the County Board of Education and Office of Education should provide leadership to resolve these situations, so they do not divide communities and negatively impact students.
I have been a Trustee on the Palo Alto Unified School District Board of Education for almost 13 years, I just completed a term as the President of the Santa Clara County School Board’s Association, and I am an elected Delegate to the California School Boards Association. I received my undergraduate and MBA degrees from Dartmouth and went on to spend more than 20 years as an executive in finance, marketing and strategy — first on Wall Street and later in Silicon Valley. Throughout my career, I have developed a reputation for problem solving that made me highly sought after by many technology companies. Starting with the PTA, I have committed to supporting and improving our public school system. I served as President of the Duveneck School PTA, President of the Palo Alto PTA Council, and was appointed to the 6th District PTA’s Leadership Council, which covers all of Santa Clara County. I continued my advocacy for public schools with my 2007 election to the Palo Alto Unified School District (PAUSD) Board, on which I have served from 2007 to the present, winning re-election twice. I began my term by securing pro bono assistance from a major consulting firm to develop a landmark Strategic Plan, which provided clear, focused and measurable goals for Palo Alto schools. My years of business experience also taught me the importance of collaboration. In order to move our schools forward, I knew I had to listen to stakeholders, focus priorities and work together to accomplish what needed to be done. As a school board member, I have supported strong, working partnerships between the school district and city officials. I am running for the Santa Clara County Board of Education because we can’t continue business as usual when it comes to our schools and the current crisis. I will work collaboratively to support our local districts and create solutions to the financial and educational challenges that our schools are facing. My values are universal — excellent public education, closing the digital divide, giving all students the tools they need to succeed, and supporting our teachers and staff. I will use the problem-solving skills that I acquired in the tech industry, and my experience collaborating on the PAUSD Board of Education, to be a collaborative leader on the County BOE. My goal is to bring people together to effectively support ALL our school districts and ensure that ALL kids receive the education they deserve.
Our local public schools and County Board of Education are facing unprecedented challenges. The COVID-19 pandemic has left our school districts in a very vulnerable position, facing crushing budget deficits and public health risks due to a lack of universal testing or vaccines. These are challenging times that demand smart, new leadership. We can’t continue business as usual when it comes to our schools -- we need to change.
The Santa Clara County Board of Education (SCCBOE) makes important decisions that impact our local school districts and kids throughout the county. It provides leadership and support to our school districts on key issues such as public health, charter schools, professional development, curriculum, special education, student mental wellness, early education, and childcare. The SCCBOE could also coordinate resources between and on behalf of local school districts. With all of the resources in or county, it could be the leader in the state for school and district best practices support and guidance.
Now more than ever, we need to work together to find creative solutions to the most pressing issues affecting our local schools and our community. Transparency and communication are key, especially in the midst of a public health crisis like the one we are facing now. Our local districts and schools are working hard, but they can’t do it alone. As a County Board trustee I will:

Regularly reach out to our school board members and superintendents to determine how the County Board of Education can support students, teachers and staff to be successful in a digital-centric learning and teaching environment;

Use my experience as a startup founder and technology executive, my role on the PAUSD Fiscal Advisory Committee (FAC), and participation with the state level School for Strong Finance (SF2) and California Association of Suburban School Districts (CALSSD) organizations to provide important education policy and budgetary resources to our local school districts.
Every child deserves the opportunity to thrive in our schools, regardless of their background. The goal of any education system should be to support the needs of ALL kids, not just those that are easy to educate. It’s important that teachers and schools are equipped to provide the resources and scaffolding needed for students who struggle, so that every student has access to a great public education.
All students in Santa Clara County deserve access to a high quality public education that provides them with strong core academics of reading, writing, math, arts and science, and prepares them for college and careers.
There are 32 districts and 420 public schools in Santa Clara County, each of which are currently handling much of their training, planning and purchases independent from each other. While every school and school district has its own unique programs and challenges, there is a lot of overlap and it is inefficent to keep reinventing the wheel. Working together we can make the changes we need to best educate our students and support our teachers effectively in this global pandemic and financial downturn.

I believe that there are opportunities for all districts in the county to benefit from working together and sharing best practices, so local districts are not investing their resources to “reinvent the wheel”. Our county district’s teamwork to address the Covid-19 situation has illustrated the power of our working together on behalf of all students. If we focus on providing a strong base of support from the COE, each district will be able to channel more of their resources into unique student and classroom needs in their districts.
