As a previously elected Official at MHUSD (2014-2018), I learned that good Governance is essential to making intelligent decisions. I’m a graduate of Masters in Governance from CSBA with training in Finance, Collective Bargaining and Risk Management to name a few. Bold Leadership is desperately needed to address city issues like stopping Large Distribution Centers like Trammell Crow which adds to our already congested streets and ultimately erodes the essence of our once peaceful community. I am a graduate of Leadership Morgan Hill (2003/2004), I was on the 4th of July (Largest Parade in northern California) for 10 years. I have lived in Morgan Hill for the past 35 years and I know how to listen to community members especially when it comes to their needs. I also graduated from the CPA (citizens police academy) given by the MHPD, a 4 month program. Being educated in all aspects of our city is vital to making the right decisions for our citizens.

I believe in fiscal responsibility and value that the money spent in government is taxpayer money so I will be accountable to the taxpayer and I will represent the taxpayer. I believe in ensuring our town is a safe community and that all essential services are fully funded to secure our safety. Data like 1 in 56 people will be a victim of a violent crime or property crime is simply not acceptable (FBI Data) I believe in responsible growth but one that takes into account our sustainability in maintaining our crumbling roards plus providing decent housing and clean air.
Community members tell me all the time that they are extremely unhappy with the direction that the city is going, especially in housing. We must tackle these disappointing issues by having the courage to challenge the status quo and ask the right questions. Our once peaceful town is being threatened by haphazard out of control building!
WE THE PEOPLE, have to take back our city by having elected officials who have experience and knowledge on all aspects of the city, not just special projects. Encouraging community input is vital to good government. I will work hard to ensure the voter has a voice at the city level.

The issues surrounding this election in Morgan Hill has never been more important to our quality of life in our town. This will be a defining moment in history going forward.
As a previously elected Official at MHUSD, I have learned that good Governance is essential to making intelligent decisions. I bring important relevant expertise with a Masters in Governance from CSBA and specific training in Finance, Collective Bargaining, Community Involvement, Risk Management and HR.
Bold Leadership is desperately needed to address city issues like stopping large distribution CENTERS like Trammell Crow that only add to our already congested streets.
Community members tell me all the time that they are extremely unhappy with the direction that the city is going, especially in housing. We must tackle these disappointing issues by having the courage to challenge the status quo and ask the right questions. Our once peaceful town is being threatened by haphazard out of control building!
Our city is running in a deficit spending and has been before COVID 19 to the tune of 7MM at the end of 2019. I will work hard to bring our city back into a sound financial position, I have that experience.
Keeping our city safe is job one! Yet we can’t even build a desperately needed Fire Station on the northeast section of Morgan Hill to keep our citizens safe. FBI data says that in Moragn Hill, 1 out of 56 people will experience either a property crime or a violent crime, I know, I was one of those statistics. We must do better.
I have lived here for 35 years and my priority will be listening to our community. I will use all of my life’s experiences, including my 35 years in high tech, to refocus the future so ‘we the people’ have a say about our town.

- Growth Control - I am a strong proponent of limiting the amount of residential growth in Morgan Hill and creating community standards for industrial development. Development needs to be sustainable for our infrastructure and for our quality of life.
- Sustainable budget. COVID-19 has caused great harm to our local economy and to the City's budget. Balance the budget by focusing on core essential services. Help local businesses survive and build back our local economy.
- Public Safety. Fund the training our officers need to deal with the complexities of their job. Develop a Community Resources Team to combine mental health, housing & other services for people in crisis.

Larry Carr was first elected to the Morgan Hill City Council in November of 2000. Larry is a Morgan Hill native, whose family moved to Morgan Hill in 1972. He attended Morgan Hill public schools from kindergarten at P.A. Walsh to graduation from Live Oak High School in 1987.
A veteran elected official and public affairs executive, Larry has served in government, business and academia. Larry is a public relations and political science graduate of San Jose State University. He has worked in the congressional offices of Representatives Norm Mineta and Anna Eshoo and later headed education and workforce preparedness for the Silicon Valley leadership Group, was director of government and community relations for Stanford Hospital and Clinics and served as associate vice president of public affairs at San Jose State University, where he is a distinguished alumnus. Later, Larry joined Joint Venture Silicon Valley as Executive Vice President. Currently, Larry serves as the Corporate Director of State & Local Government Relations for the Albertsons Companies, Inc.
Larry served four years (1996-2000) on the Morgan Hill Unified School District Board of Trustees. While President of the Board for two years, he oversaw implementation of class-size reductions, strategies to relieve the district of severe over-crowding that resulted in the construction of a new elementary school, and renovations of Live Oak and the construction of Morgan Hill’s second comprehensive high school - Sobrato High School.
Larry has two children, Patrick & Katie. He is active in a variety of community and volunteer organizations and was named by the Silicon Valley Business Journal in 2004 as one of “40 Under 40” people to watch for contributions to the community.

I am proud to serve as your councilmember. I am running for re-election with a clear, positive vision and plan to make Morgan Hill even better.
As Morgan Hill’s most experienced councilmember I have provided leadership in making Morgan Hill one of the most desirable communities in California. We’ve made our community a place where safety and life-quality are priorities, a place where families and businesses are growing and flourishing.
Morgan Hill has come a long way, but today faces many significant issues, some new and some recurring. With my experience and proven leadership, we will positively resolve them.
As your councilmember I will always put our quality of life, including your safety, first.
· I will continue to support managed and controlled growth – working with Sacramento to gain back local authority in housing and holding developers accountable for the impacts that growth brings to our community
· I passionately support open space and the preservation of agricultural resources. We must require development to include and protect open space
· We will continue to be fiscally sound and responsible by using our sustainable budget policies to guide our budget; and we need to create a locally controlled revenue source, approved by voters and overseen by a citizen’s committee.
· To maintain and enhance city services, we will continue implementation of our economic development blueprint, helping existing businesses to thrive while attracting the right kinds of new businesses to Morgan Hill.
· I have and always will put public safety first and am proud to have the support of both our Police and Firefighters. I fully support our first responders, finding innovative ways to respond to people in need or crisis with mental health, housing, and other social services. We will strengthen our partnership with the Morgan Hill schools to provide School Resource Officers who are role-models and mentors for young people while keeping our schools and kids safe.
