The Federal Government plays a part in California water allocation and use through a variety of projects and laws. What, if any, new programs or projects or reforms to existing programs and projects would you support in an effort to handle water shortages caused by the current and any future drought?
Answer from Giuliano "Gio" Depaolis:
I would research every Federal project and proposed bill very carefully and try to make the best decision for my constituents. Currently, there is a bill called the S.T.R.E.A.M. act, but it has no text attached. I could assess the problem better if I had access to the unpublished draft. In addition, I would seek advice from my constituents on the matter as well as keep them informed of any progress or lack thereof.
Should immigration laws be changed? What changes would you support? Please explain why.
Answer from Giuliano "Gio" Depaolis:
Yes, immigrations laws should be changed. It is Congress's responsibility to correct the broken system of immigration legislation that allows the ongoing atrocities of human trafficking at the southern border. Amnesty and asylum laws need to be rewritten to reflect the brutality and violence perpetrated by the cartels and the institutions profiting off the current system. More importantly, there needs to be a clear path to citizenship, of both legal and illegal immigrants.
As Congress Member what, if any, policies or legislation would you support to preserve democracy for all US residents?
Answer from Giuliano "Gio" Depaolis:
From a purely political aspect, I think the Republic, as designed, does a fine job of ensuring that the people have access to Democratic representation. I believe in this case the heavy lifting belongs with the constituents. Voting, contacting said representation. and running for elected office is the pathway to getting the political change you desire.
What legislation, if any, would you support to reduce American greenhouse gas production? Please explain the reasons for your position.
Answer from Giuliano "Gio" Depaolis:
American greenhouse gas production can be greatly reduced by both addressing demand for fossil fuels and utilizing new technologies. To address demand, I would draft and sponsor a bill that would incentivise a four day work schedule for companies and organizations, if their business model permits. Instead of a 5 day, eight hour day, converting to a four day, ten hour schedule would immediately reduce emissions for that company by %20. Lower tax rates and carbon credits would help push industry in this direction. In addition, new technologies like methane digesters installed at dairies and other livestock industries would mitigate the damage to the environment due to methane emissions. In addition, the captured methane becomes an additional revenue stream, proving that climate change action and profitability are not mutually exclusive. Making loans available to these companies would accelerate the adoption of these new technologies.
