KIM CARR is a third-generation Southern Californian whose roots date back more than 160 years. Her grandparents were born in Los Angeles and she has celebrated the California lifestyle and beach culture her entire life. Kim attended Pacifica High School in Garden Grove and graduated from California State University, Fullerton with a degree in American Studies and a minor in Economics.
Kim has been active in local government for over a decade, including serving as a Public Works Commissioner and member of the General Plan Advisory Board. She was elected to the Huntington Beach City Council in 2018 and served as Mayor in 2021. She received high praise for her proactive and effective response to the COVID-19 pandemic and innovative solutions to aid small businesses. She was a critical part of the response team that protected the wetlands and wildlife when an oil spill occurred off the coast of Huntington Beach. Kim also serves on the boards for the California Commission on Aging, OC Sanitation, Fountain Valley Regional Hospital, CalCities Executive Board - OC Division, and the National Water Research Institute.
Professionally, Kim is an award-winning executive with over 25 years of experience in media sales. She most recently held the position of National Sales Manager for a television station in San Diego, developing marketing and advertising campaigns for a variety of clients. Kim’s commitment to integrity and hard work earned her the respect of small- and mid-sized business owners as well as Fortune 500 executives. She believes in building and maintaining long-term relationships, delivering on promises, and producing results.
Kim and her family have been active members of the community for over 25 years. She has been involved with numerous local nonprofit organizations including Kiwanis Club of Huntington Beach, Huntington Beach Council on Aging, PTA, Huntington Beach Academy for the Performing Arts, HBHS Model United Nations, Huntington Beach Junior Lifeguards, Huntington Beach Community Garden, AYSO Soccer, Ocean View Little League, and the Surfrider Foundation. Kim has also completed the Surf City Half-Marathon three times!
