Housing at all income levels is a priority for me.

On Council, I've increased affordable rental housing by 1,000% (1000 units to 10,000 units), affordable developments to be a part of new developments, and ensured a down-payment assistance program. I want to continue this work for all Californians. 

I’m going to protect our housing market (single-family homes, condos, townhomes, and rentals) from predatory practices of institutional investors - and protect the true mom & pop landlords.

The laws haven’t caught up with the current practices. Firms like Zillow purchase “affordable” homes before a regular person can even make a bid or see it online. We have a problem when firms benefit from the foreclosure market, or when monopolies in some cities raise rents.

I will ensure that all developments create affordable housing at mixed-income levels.

Developers and cities have been playing a game of hot potato when it comes to who is responsible for creating affordable housing; cities state the developer is responsible for pricing homes, and developers state that they adhere to city requirements. In fact, it is inherently in the best interest of cities to have higher-cost homes as the increased property taxes are revenue for the city. While developers often pay in-lieu fees rather than create affordable housing as it’s quicker and cheaper to do so, people are being priced out.

I’ll prioritize policies that support our first–time home buyers, buyers that plan to make the home a primary residence, and incentivize opportunities for home-ownership for people that earn a decent income but still are unable to compete in the housing market.

This will ensure that speculative investors are unable to out-compete regular people. It will allow families to actually be able to purchase their first home and be given priority preference. We need to prioritize our residents above all else. 

I will ensure people’s transition into safe housing is permanent with services that support their ability to stand on their own two feet permanently.

Non-profits need to be held to a standard of impact, permanent impact, not just people served. The support individuals receive needs to be measured from entry of a program to 1-year post-exit of a program to see the benefits. Accountability is missing in service providers and that should be a priority. 

I’m committed to investing in a robust infrastructure that will not only create jobs but will reduce carbon emissions in line with the timelines projected by scientists.

We need to reduce carbon emissions and pursue net-zero emissions (carbon neutrality) by 2027 (not 2045). We need to reduce wildfires and protect against drought. Green infrastructure will allow us to do just this.

I’ll hold bad actors responsible and protect the people, animals, and land impacted.

Fires, habitat destruction and more have been taken place with soft slaps on the wrist. It is the responsibility of our policymakers to ensure that people and the environment is protected from bad actors regardless of who they are. 

I will prioritize our local response and ensure that efficient processes are in place to maximize the safety of our communities. 

I'll ensure that our water, electricity, and whole way of life are protected against environmental catastrophes by creating regional models of response. This includes grounding wires, solar on all government buildings and more, and power grids that are available to all local residents when outages take place based on this local parallel model. 

California needs environmental assessments, response mapping, and redundancy built into the local regions. 

The overwhelming majority of water usage in the state is by agriculture, not residents. Keeping this in mind, I will promote the implementation of more efficient irrigation systems that minimize waste and/or evaporation. I will also support funding for research into desalination and other methods to derive alternative sources of freshwater. I will also support the expansion of reservoir capacity and pipelines for water storage and transport.

1. Impose tight restrictions on huge opportunistic companies that snap up hundreds of residential homes with all-cash payments and then rent them out at a fat profit, depriving hardworking Bay Area families of the dream of homeownership.

2. Require a minimum percentage of new housing to be mixed-use and add incentives to situate it near public transit to mitigate traffic concerns.

3. Enable local elected officials to judiciously cut through the thicket of government regulations that unnecessarily restrict the speedy construction of new housing.

4. Incentivize the installation of Accessory Dwelling Units (ADUs) to increase the available supply of housing, and reduce unnecessary regulations on them.

5. Modify Proposition 13 for large business real estate while making no changes for small business real estate and residential properties, and funneling the proceeds toward the construction of more affordable housing, as well as enhanced public services.

1. Support the passage of legislation to ensure free preschool and tuition-free community college for all.

2. Promote partnerships with private industry for vocational training and apprenticeship programs that emphasize a practical skillset.

3. Introduce legislation mandating the disclosure of the salary distribution of a university's graduates five years out, broken down by major.

4. Introduce legislation to create a state-supported nonprofit institute called California Virtual that will offer high-quality online courses and supplemental material for K-12 students, tailored to the Common Core State Standards.

1. Support legislation to ban oil and gas wells from operating near homes, schools, and healthcare facilities.

2. Craft a comprehensive plan to gradually phase in renewable energy and phase out carbon-emitting energy sources across major industries.

3. Introduce legislation to stop issuing permits for hydraulic fracturing in the state by mid-2023.

4. Introduce legislation to halt all oil extraction in the state by 2040, with an exception for extenuating circumstances, such as if gas prices exceed a predetermined threshold.

Our water storage capacity is virtually unchanged since the late 1970s. We need to repair and upgrade our existing infrastructure. Additionally we need to research and implement the best strategies to replenish our underground water supply. Our rainy seasons can be very narrow and often intense as we experience the effects of climate change. A restored water storage infrastructure combined with smart urban water usage and improved farming practices to protect our natural water aquifers is a practical way to meet Califonia's water needs in the 21st century and protect and preserve every drop of rain and our snow melt from the Sierra.

We must preserve and expand Family friendly affordable housing throughout California. Families are leaving Califiornia as they can no longer afford to stay here. As they leave so does California's future. The best way to fire your landlord is to own your home. We must remove the obstacles and invest in California's Individuals & Families  capacity to buy their homes. Secure home ownership secures the future of Californians. 

We must expand both education and career technical education options throughout California. Equity must be a part of every decision we make in education. As never before technology provides the ability to customize the educational experience to the individual student. In much the same way as business has adopted hybrid work schedules education can also leverage resources to the benefit of all students everywhere in California.

We must capitalize on the new hybrid work schedules developed during the pandemic. We are driving and commuting less. This has a profoundly positive impact on climate change. We must not return to the ways of doing business as in 2019. The pandemic has provided us with an opportunity to hit the reset button. We cannot let this opportunity pass us by.

Like Japan ... California needs to invest in green hydrogen. Green hydrogen will be a powerful tool in reaching carbon nuetralty by 2045. Wind and solar are critical to developing the green hydrogen infrastructure we will need ... both must be expanded. Our power grid is fragile ... it must be upgraded and strengthened to meet the needs of the 21st century and beyond.
