John M. W. Moorlach began his public career in 1994, when as a CPA and Certified Financial Planner, he warned that Orange County’s highly leveraged investment strategies would lead to fiscal disaster. Orange County filed for bankruptcy protection that December, incurring an historic $1.64 billion in investment losses. The incumbent County Treasurer resigned in disgrace and would be convicted and serve time. Appointed to turn around the mess, John Moorlach quickly reorganized the Treasurer’s office, lowered risks, cut costs, and made it more efficient and transparent. As an officer of the County, he assisted in its exit from Chapter 9 bankruptcy in 18 months without the need of a sales tax hike. Moorlach also played a significant role in obtaining more than $800 million in litigation settlements, the largest in U.S. history at that time. John Moorlach’s sound planning and diligent work ethic helped bring Orange County back to fiscal health and restored the peoples’ trust. He earned a national reputation as an accessible expert in municipal finance. Grateful voters twice re-elected John Moorlach as Treasurer-Tax Collector, then in 2006 to the first of two terms as an Orange County Supervisor. In 2015, he won his State Senate special election outright in the Primary. In the Senate, Moorlach has warned that serious problems lurk behind California’s seeming prosperity. He produced balance sheet analyses of all California cities, counties, and school districts, communicating how pension and retiree medical liabilities are putting hundreds of budgets at risk for fiscal distress, should an economic down cycle occur. The effort has been one of measuring the fiscal conditions in order to manage toward sounder financial policies. Building on a concern for policies on mental illness, including leading the state’s implementation of Laura’s Law and funding for psychiatric hospital beds, John Moorlach is a recognized leader at the state and county in working for solutions to homelessness. John and Trina live in Costa Mesa and are proud grandparents. When his children were younger, John and his family spent family vacations traveling all over beautiful California, visiting every county and photographing nearly all its 1,114 historical landmarks.

Dave Min is a father, a devoted husband, and a UC Irvine law professor who has dedicated his life to improving the economic opportunities available to working families. After graduating from Wharton and Harvard Law School, Dave began his career as an Enforcement attorney at the Securities and Exchange Commission, turning down higher paying private sector jobs to help protect the retirement security of seniors and help clean up an unfair and corrupt financial system in the aftermath of the Enron and Worldcom accounting scandals.
Dave went on to work as an economic and financial policy advisor for Senator Chuck Schumer and as an economic policy director at the Center for American Progress. He is a first generation Korean-American and native California who lives and works in Irvine with his wife and UC Irvine School of Law colleague Jane Stoever, where they are raising their three children. Dave is one of the country’s leading experts on banking and housing policy, and he has testified six times before Congress on these issues. His work has been featured in national media outlets such as the New York Times, and he has been a regular guest on TV and radio outlets including CNBC and NPR’s Marketplace.

Katrina Foley is a community leader, successful businesswoman and attorney who became Costa Mesa’s first directly elected Mayor in November 2018. Katrina also served as Mayor in 2016-2017, and has been on the Costa Mesa City Council for 11 years.
Previously serving on the Newport Mesa Unified School District Board of Trustees from November 2010 to November 2014, Katrina’s focus is on making local Orange County communities better for families.
Katrina is President of The Foley Group, A Professional Law Corporation in Newport Beach. The Foley Group, PLC provides services in contract negotiations for artists and athletes, civil business and employment litigation, and non-profit compliance matters. In 2001 and 2004, Katrina was honored by Women in Leadership and the National Association of Women Business Owners’ at the annual Remarkable Women Awards event.
Her service on local and regional boards and agencies includes the following: serving on the Travel Costa Mesa and Toll Corridor Agency Boards, and liaison to the Newport Mesa Arts Commission, Cultural Arts Committee, Bike and Walkability Committee, Pension and Finance Advisory and Special Districts Committee, as well as the Orange County Fair. As a City Councilmember from November 2004 to November 2010, Foley served as the Chair to the Redevelopment Agency and City Council liaison to the following: the Orange County Fair, Newport-Mesa Unified School District, Youth in Government Program, Child Care and Youth Services Committee, Cultural Arts Committee, and Santa Ana River Trail Blue Ribbon Committee. As the daughter and wife of union members, Katrina has always stood with California’s workers and working families in their efforts to organize and collectively bargain.
In law school, Katrina established the school’s first women’s resource to serve domestic violence victims and chaired the women’s law caucus. The small clinic is now a well-established, for credit clinic run by the law school. Katrina was the City of Costa Mesa’s first pregnant Planning Commissioner. At that time, she initiated changing tables in the restrooms and a nursing station for employees at a new IKEA development.
Katrina has two sons in college who attended Costa Mesa Public Schools. She lives in Costa Mesa with her husband of 28 years Casey, a local teacher.

I'm already doing this work as Mayor in partnership with our Assemblywoman Cottie Petrie-Norris who has endorsed our campaign. We must plan for housing near job centers so that we reduce the commute and create a more liveable community. We are in desperate need for low and very low income housing, as well as work force housing. Low income housing in Orange County means that a family of 4 cannot make more than $80,000 annually. A lot of families fall into that category and can't find housing here in Orange County. Plus, we must move people from shelter to tranistional and permanent supportive housing. I am the candidate with the most experience in this area and once elected to the State Senate I will pull all of our local Mayors and City Managers together to create a regional housing plan. We can't continue to work like we all live on an island. We must act now to address and if we don't pull a plan together that protects traditional neighborhoods and reduces traffic while still meeting the housing demands, the State will start dictating where we build and how much. No one locally will be happy. Support me and I will use my 16 years of local experience to create a solid plan that is a win win for everyone.

Each county is different and we must address with different approaches. I will work with stakeholders to ensure that clean, safe drinking water is available throughout the the State. We have some good models here in Orange County for reclaimation. Also, we must reduce PFA's from entering our groundwater. That's why I support Congressman Harley Rouda's PFAS User Fee Act of 2019, H.R. 2570, to hold PFAS polluters accountable for their role in a nationwide contamination crisis.
My electric vehicles for all plan will help us reach that goal faster. We need to incentivise cities and counties to install charging stations throughout their communities, especially in dense apartment housing areas. We also need to provide tax rebate incentives to car owners to encourage widespread transition to electric vehicles. Right now, only wealthier residents can afford.
Additionally, as Mayor, I proposed and our council voted for a resolution to oppose off shore oil drilling, and support HR 763 the Energy Innovation and Carbon Divident Act.
Finally, we must reduce use of plastics and create a meaningful climate action plan for California that others can replicate.
Rehabilitation, education, and training is key at all levels. We must fully fund public education. We must start early to identify at risk students and redirect them toward a more positive path. I support increased apprensticeship programs. Funding more counselors in our public schools and more profesionally licensed mental health and addition treatment practicioners instead of fly by night insurance scams that currently exist in all the sober living homes in Orange County is also key.
As a former school board member, PTA & Booster President, and mom of 2 college age sons, I know first hand the need and I know how to fix it.
