2nd Vice President, Democratic Club of Carlsbad and Oceanside (2014–current)

Biografía

Michael (Mike) Bullock is 2nd Vice President of the Democratic Club of Carlsbad and Oceanside (DEMCCO) and a twice-elected member of the San Diego County Democratic Party Central Committee. He has authored resolutions that were adopted by DEMCCO, the Central Committee, and the California Democratic Party (CDP). He has authored 9 important policy statements that are now part of the CDP's Platform, which is the official policy of the CDP. They are based on his system engineering work regarding transportation and our climate crisis.

 

His paper deriving a set of enforceable measures to ensure that California cars and trucks would achieve a critial 2030 climate-stabilizing target was presented to the Air and Waste Management Association (AWMA) in 2016. He presented a car-parking policy report at an AWMA Conference in 2010 and presented on the topic of Climate and Car-Parking Policy at the “Towards Carless Cities” conference in Guadalajara, Mexico in 2012. He is scheduled to speak at the Energy-Utility-Environment Coference (EUEC) this April, in San Diego.

A former President of the Silicon Valley Bicycle Association, Mike also edited their newsletter for over 10 years. Mike has a BSEE from Lamar University and a Master of Science in Engineering from the University of Texas at El Paso. He worked as a satellite systems engineer during most of his 36 years in the aerospace industry, where his work included systems integration, systems requirements verification, and the on-orbit estimation and compensation of antenna misalignments. He presents on climate and transportation locally, is married, a cyclist, and a Masters Swimmer, with two daughters and 4 grandchildren.

If elected, how much time and energy will you be able to devote to this volunteer position over the next four years, given your other personal and professional obligations?
Respuesta de Michael Bullock:

This will be my primary professional obligation. I will attend all meeting and prepare for those meeting so as to excell at fullfiling my responsibilities. Due to my focus on climate literacy as defined in the California Democratic Party Platform and on transportation policies that will lead to having the category of cars and light-duty trucks achieve climate-stabilizing targets, I will have a fairly full schedule of meetings with office holders and candidates. I will also do presentations to groups on these topics, as requested. I also feel that part of my responsibiity is to participate in decision-making processes, especially the forulation and the implementation of Climate Action Plans.

What is the most significant challenge facing this party in the next decade, and if you are elected, how will you help the party prepare to meet it?

We must protect our nation's sovereignty and democracy from attacks on our elections. We must defeat Donald Trump, who is quite likely compromised by money he as taken from Russion oligarchs at the direction of Vladamir Putin. In 2016, on Facebook alone, the Russians contacted, at least once, 115 million Americans. We won in 2018 but in 2020 we may face new threats from Russia and others. I voice these concerns often. 

We are on a path to destabilize our Earth's climate. That will end most life forms on Earth, including our own species. We must achieve large reductions (I have the numbers) in our GHG emissions by 2030 or we will not be able to get off this path. On this path our county will end. So there is nothing more patriotic than working for climate stabilization at a livable level. 

The policies I have gotten into the CDP Platform are a roadmap to climate stabilization. However, there are still some gaps and besides this, the Platform must be legislated. To improve the Platform, I get resoluions adopted by my Club, then the Central Committee, and then use this to propose the ideas to the CDP Plaltform Committee. Sometimes the CDP Environmental Caucus will help.

What public figures, past and present, do you believe have given the most postive examples of what this party stands for? Please explain your reasons for thinking so.

Governor Brown's work has been a true inspiration to me. He was a true leader on climate change. He knew how to get win elections and knew how to move us forward.

Martin Luther King is the greatest American in my lifetime. He was inspirational and courageous. He was our greatest civil right leader. But he was more. He was a great American. Against the advise of his civil-rights colleagues, he opposed the Vietnam war. His death was a personal loss but it was a loss for America that will probably be fatal. He would have been a strong leader in the movement to save our planet from climate destabilization. He would have understood the changes we need and he might have had the political capital to make it happen. We are left with little hope without Dr. King. 

There are young leaders that give us hope. Congressman Mike Levin turned out to be a person that has the focus to learn the details of our climate crisis and see the measures that will be needed to give us a chance to survive. He has put together a staff that will work this problem, reaching out for help as needed, if we can flip the White House and the Senate, which we must do, for many reasons.

I see myself as a progressive institutionalist. Policies must be based on facts and reputable research. I work for the values shown in my "Priorities" listed above. I am interested in the ideas of others, especially of the Democrats in the 76th Assembly District, since I strive to work for their interests. When candidates come before our Central Committee for posible endorsement, I do my homework before they appear, by looking at their website. If their website fails to mention our anthropogenic (man made)climate change crisis, I will contact them to ask them to please consider correcting what I see as a significant error. Endorsement are to a large degree about getting the best Democrats elected.

After the shocking election of Trump, I read Man Without a Face about how Trump destroyed democracy in Russia and Facts and Fears, by James Clapper that quantified the Russian interferecnce in our election.

These excerpts are from the CDP Platform.

It is not easy for an individual to amend the CDP Platform. It usually starts by getting a resolution adopted by a club and/or, even better, by one's Central Committee. In my case, that is of course the San Diego Democratic Party Central Committee. Next, a proposal is submitted to the CDP Platform Committee, based on a resolution. The CDP Platform Committee may then contact the person submitting the proposed change. Usually I was contacted by a CDP Platform Committee member who has expertise in the topic of my proposed changes. This usually starts a process of email and/or phone discussions about the topic. I was able to improve the Platform, which is changed in even-numbered years, from 2010 to 2020. 

I need to do more. I need to get legislatation based on these adopted statements. Please help me get re-elected.  Please call me at 760-754-8025 with comments or questions. What else needs to be done?

From the 2020 California Democratic Party (CDP) Platform

·       Work to ensure that all graduating high school students are climate literate, including knowing

o  reasons for anthropogenic climate change and its potential for harm;

o   the difference between climate stabilization and destabilization;

o   climate-stabilizing greenhouse gas (GHG) reduction targets;

§  the basis for those targets, and

§  the measures needed to achieve them; and

o  the primary categories of emissions, including the most problematic category: cars and light-duty trucks;

 

·       Demand a state plan specifying how cars and light-duty trucks can meet climate-stabilizing targets by defining enforceable measures to achieve necessary fleet efficiency and per-capita driving limits;

 

·       Demand Regional Transportation Plan (RTP) driving-reduction targets, shown by science to support climate stabilization;

·       Work for equitable and environmentally-sound road and parking operations; smart growth; “complete streets”; teaching bicycling traffic skills; and improving transit, from local systems to high-speed rail;

·       Support the design and implementation of a single, environmentally-sound technology system that will collect and distribute fees for the use of roads, parking, and transit that is both economically fair and convenient and protects user privacy and the interests of low-income users;

·       Work for the electrification of all trucking and transit systems;

·        Work to ensure that freeway expansion projects are subordinate to more sustainable alternatives that will result in more jobs and growth.

·        Work for shared, convenient, and value-priced parking, operated with a system that provides earnings to those paying higher costs or receiving a reduced wage, due to the cost of providing the parking.
