Biografía
Stephen has lived in the neighborhoods of Council District 3 for nearly two decades, and he's been involved in our community the entire time.
His longtime service to San Diego extends to both his professional life and volunteer work, drawing upon his background in strategic planning and organizational management.
An award-winning nonprofit leader, Stephen served professionally as director of the American Cancer Society in Southern California, providing services to patients and their families and funding cancer research. Earlier in his career, he helped sick and injured San Diegans at the American Red Cross.
Stephen's volunteer work has included serving on advisory panels for the City and County of San Diego, the San Diego Human Dignity Foundation Board of Directors, the Greater San Diego Business Association Advocacy Committee, and as vice chair of the North Park Planning Committee.
Stephen is a graduate of the University of Wisconsin. He earned his Leadership Certificate from the Center for Executive Development at UC San Diego's Rady School of Management. Stephen is also proficient in Spanish.

As a homegrown San Diegan, I know we have serious issues from Balboa Park to climate change, from homelessness to housing and to growing our local economy. We need proven leadership.
I have over 25 years of experience in public policy advocacy, community outreach, environmental stewardship, small business know-how and volunteerism.
I know how City Hall works and I know how to get things done.

These are issues people have told me about at the door:
The largest issue is homelessness which I have already addressed.
Lack of housing in San Diego is at critical levels. I believe in increasing the supply of diverse housing opportunities with smart density, supporting the November 2020 Housing Bond, and streamlining the planning and development process. I am the only candidate who has actually gotten housing projects through the City: it is not easy and more difficult than it should be. As such, I know how the process can be improved and will work with neighborhoods and builders to create density that fits for the communities affected.
Finally, Climate Change affects everything. Unfortunately, San Diego is known for talking big and acting small. We spend money on plans and do nothing to implement them. This is why I propose San Diego establish a Climate Change Department to enact our Climate Action Plan and be a focal point to address issues around climate change.
District 3 needs strong leadership that is not afraid of controversy and can hit the ground running
Let’s use the Clean Needle Exchange program as an example. When this was proposed 20 years ago, there was stiff resistance about the people such a program would attract and how they would affect the communities where treatment was being offered.
I had to select the treatment sites, educate the neighborhoods and users about the needle exchange program, bring the providers together with the county and city, and make this program happen.
It was not easy but Clean Needle Exchange has been a success. The program has saved lives and had minimal impact on the communities where treatment is provided.
This is an example of how I would lead. It was not the popular thing to do but it was the right thing to do and the communities benefited overall.
It is not humane to have people sleeping in their cars and on the streets.
We need to help those who want help, provide help to those who need help, and address the issues of those who will not accept help.
I will lead collaborative efforts with the County to coordinate outreach and treatment for those who need help. I will push to have trained social workers on the front lines so the first person someone homeless sees to help them doesn’t have a gun and a badge.
And I will ask our City Attorney for advice about what we can do about the minority of the homeless population who will not accept or get help.
