A San Diego native and civil engineer by trade, Joe LaCava has lived in the Bird Rock neighborhood of La Jolla since 1985 with his wife Lorene, a kindergarten teacher. It’s where they raised their two smart and independent daughters. Joe’s family values are rooted in his upbringing by working class Italian immigrant parents. His father was a blue-collar factory worker and his mother a seamstress.
Joe graduated from San Diego State University with a degree in engineering and has worked as a civil engineer on projects ranging from infrastructure to housing. More recently, Joe guides local organizations on public policy and was a leading voice in opposition to the failed SoccerCity land-grab initiative.
He has been a dedicated community advocate over the past 15 years, sitting on more than 20 civic boards, planning groups and commissions. His multi-faceted career and outstanding public service to the neighborhoods of District 1 makes him a thoroughly qualified choice as our next City Councilmember.

I was born and raised in District 1 -- in La Jolla. My dad opened Harry's Coffee Shop in 1960. I come from a loving family of 9 children (I'm 8 out of 9). I went to all the local schools. I got a B.A. in political science and economics from the University of California at Santa Barbara. After college, I worked in the U.S. Senate, then took a job with the U.S. Agency for International Development. After my time in Washington, D.C., I moved to London to work for a Member of Parliament. The experience was fantastic, but I wanted to go back to San Diego for law school. Thus, I got my J.D. from California Western School of Law and my LL.M (master's) from the University of San Diego School of Law. I'm licensed to practice law in California and Washington, D.C., and I've focused mainly on business law.
My three young children are also being raised in the district and attending school in Carmel Valley. This is home for me and them. I know the issues personally.

Affordable housing, homelessness and jobs. San Diego City Council can truly make a difference in all three areas. I hope to use my legal knowledge and expertise to get things going.
San Diego also has a human trafficking problem. I worked on the Trafficking in Persons report while at the U.S. Department of State. I've written op-ed pieces in the San Diego Union-Tribune regarding this local problem. I want to use my city council position to bring more awareness to the growing problem.
I was born and raised in the district. My dad opened Harry's Coffee Shop in 1960. I went to all the local schools. My children are now being raised in the district. In other words, I'm from here. The issues are not just abstract -- they are my issues. I have extensive national-level experience (U.S. Senate, U.S. Agency for International Development, U.S. Department of State). I'm an attorney who focuses on business law, so I'll be able to use my legal and policy expertise to ensure that the district is getting excellent representation.
My public service defines me. I want to give back to my own community.
I'm a moderate Democrat who seeks to balance competing interests. I have a background in political science and economics. I focus on sensible policies that work with the market, not against it. I have national-level experience with policymaking, and I want to use my knowledge and expertise to make City Hall more sophisticated. My dad started a business 60 years ago, and it's still going strong. I know what it takes to run a business. We need to make San Diego more attractive for businesses. Businesses create jobs. I know what it takes.
I have an LL.M (master's) in human rights law. I know what it takes to balance the rights and needs of all. I will use my human rights background to address our homelessness problem.

I'm a moderate Democrat. I studied political science and economics, so I focus on policies that make sense politically and economically. I'm not beholden to partisan politics and I'm not supported by special interests. I focus on evidence-based policies that make sense for the district as a whole and for San Diego as a whole. I was trained at the U.S. Department of State to take a "toolbox" approach to problem solving. Problems are multi-faceted, so our solutions must also be multi-faceted. Let's think about our problems with a fresh perspective. I have a local perspective, a national perspective, a legal perspective, a policy perspective, an economic perspective and a common-sense perspective. It's time for more sophistication at City Hall.

I've been a firefighter for the City of San Diego for the past 17 years and I was an ocean lifeguard for 8 years before that. l've had a front row seat to how the City has been run. I've had the privilege of working all over the city of San Diego and l've seen personally the disparity in levels of City services. l've been on the receiving end of Council Member's decisions and felt the repercussions directly. I have served our country for the past 30 years as a Navy Reservist, the last nine as a commissioned officer. I understand sacrifice and service because I have lived them my entire life. I have a BS in Finance from San Diego State, I have an MA in Public Leadership from University of San Francisco.
Additionally, I am a trustee of the La Jolla Town Council. I have been a member of San Diego Firefighters Community Responsibility Fund (a philanthropic 501c(3) that provides funds to dozens of local community charitable organizations each year) for the past 17 years. I volunteered for San Diego Big Brothers and Big Sisters for 7 years, until I had children of my own. I am an active member of San Diego County Democrats for Environmental Action and the Veterans Democratic Club of San Diego, as well as my "home" democratic club, La Jolla Dems. We support, Planned Parenthood, Scripps Institute of Oceanography, San Diego Zoo, and Prevent Drowning Foundation of San Diego.
I believe this combination of life experience and education make me uniquely qualified to serve as a council member.

The three biggest challenges are:
1. Adapting to/mitigating the effects of Climate Change.
The effects of climate change (coastal inundation, decreased water supply, etc) will have drastic effects on San Diego. We must meet our Climate Action Plan goals of reducing GHG emissions, pure and simple. My priority will be ensuring that we do just that by addressing our woefully inadequate mass transit system and actually implementing the various GHG reduction strategies outlined the CAP such as shifting to CCA (renewable energy), planting trees, and encouraging walkable neighborhood development.
2. Affordable Housing Shortage
The City of San Diego can take steps to affect the permitting process (create afaster process, lower fees etc), change building requirements in a way that incentivizes developers (reduction of parking requirements for example). We need to develop “fast track” options for projects that meet certain requirementsI would be supportive of a housing bond that was aimed at providing down payment assistance for first responders, teachers, nurses, as these public servants should be able to live where they work.
Ending homelessness.
As I said before, The bad news is San Diego has a large homeless population. The good news is people who are experts in solving this have told us what works. It’s called permanent supportive housing. Almost no one can deal with any mental health or substance abuse issues, or financial catastrophe they might be having if they don’t know where they’re going to sleep or get their next meal. I am committed to finding funding and getting it built. I will work with the County to see to it that no one has to sleep on the streets.
My entire adult working life has been in the service of our community or our country. Lifeguard, Firefighter, Navy Reservist. Serving our city as a council member will look no different.
First, this is a moral issue, these are humans we are talking about, and they have a story, none of them set out to be homeless. These people are someone’s kid, parent, sibling, and there but for the grace of God, go you or I. The bad news is San Diego has a huge homeless population. The good news is people who are experts in solving this have told us what works. It’s called permanent supportive housing. I am committed to finding funding and getting it built. I will work with the County to see to it that no one has to sleep on the streets.

I believe in the fundamental idea of a government that serves the people and works for the betterment of the community. My political philosophy is that good government ideas don't belong to a political party. Perhaps it is from my 30+ years of service in the Navy, but I believe that ideas stand (or fall) on their own merits. As a council member, my decision making process will be data driven and my goal in every situation will be to come up with the most equitable solution for all parties involved. I believe that it is my responsibiity to transparent and accountable to all constituents, not just those who suported me. I will transparent in all my actions. I will uphold my Navy Core Values : Honor, Courage and Commitment of as a still serving member of the Navy and as a career public servant.

I am accountable for my professional and personal behavior. I will be mindful of the privilege I have to serve my fellow Americans.
Courage is the value that gives me the moral and mental strength to do what is right, with confidence and resolution, even in the face of temptation or adversity
Commitment. The day-to-day duty of every person who serves the public is to join together as a team to improve the quality of our work, our people and ourselves.
You don't have to wonder what I'll do when I am on City Council. I'll do what I've always done, serve my community.

Have been a pro-bono community advocate for 40 years. Have identified political and other problems in the community and have published about 70 articles. You can search Louis Rodolico and most current topics and you should find at least one article. Example of my activity, where I saw a big problem with ambulances entering intersections with no siren, horn or flash at high speed with a red light. A colision was inevitable. How many times have you seen an individual or organization stubbornly refuse to listen to those around them? Sincere people telling them flat out what they are doing wrong. Only to witness with dull surprise as that individual or organization fails.
Many, if not most of us, have been saying for some time that we are not building enough affordable and low income housing. Vacancies are at an historical low, see: https://journal.firsttuesday.us/nobodys-home-california-residential-vacancy-rates/7094/ Who wants to work in a state where you have to live in your car or in a box? Individuals with earning power, but not enough to qualify for the small amount of low cost housing available are leaving California. Over 15,000 are leaving California each month. So that does not add up, people leaving but a shortage of housing? The controversy over the citizen census question drove immigrants to blue states like California therefore putting pressure on the availability of low cost housing. Red states may boast their Christian values but they support politicians who drive immigrants out. Immigrants have always invigorated America and progressive states like California will invariably reap the benefits.
But for now we need to add low cost housing (also known as inclusionary housing, which includes affordable housing and low income housing). Unfortunately government continues to provide paths for developers to build an excess of luxury housing. California put in the requirement that 10% of all new housing needs to be inclusionary. However there is a back door where developers can pay a low In-Lieu fee to sidestep this requirement. Housing construction costs about $250 per square foot. So you would think that when a developer ops out of inclusionary housing then the In-Lieu fee should be around $250 per square foot, or greater if you include the cost of land. In the city of San Diego it is $12 per square foot and developers routinely opt out. This has resulted in ½% of inclusionary housing being built with the current In-Lieu fees, not 10%, see graphic.
It is not just the City of San Diego that does this. Other California cities do as well and each city has its own unique set of legislative requirements which makes it almost impossible to compare them. The state can level the field by setting minimum In-Lieu fees at about $250 per square foot thereby not leaving it to the discretion of local governing authorities. Further; In-Lieu fees should be indexed to inflation and be adjusted to reflect local construction and land costs.
I for one do not espouse to a society where we live in luxury or in a box. By not providing low cost housing we harm the most vulnerable among us and we will continue to erode California’s future middle class. We are wealthy enough to resolve this failure. We should give our elected representatives more leeway to resolve this issue. We need to override the excessive influence of lobbyists and big money here in San Diego.

I migrated from China empty-handed and without speaking any English when I was 17. Raised three successful children and taught at SDSU for three years to 408 undergraduate and MBA students.
I built many companies and sold three. I launched the first Chinese Television on mobile phone in 2005 Oct.
I’ve been a community volunteer since I moved to San Diego County 20 years ago. Served on many boards both for profit and non-profit: NSDCAR, HOC, GIC, etc. This land of opportunity has made my dreams come true and I want to pay it forward.

I taught my students the same way at SDSU. I created a real consulting company and let the students run. It changed their life and I can do the same for my people. H. recently served as an executive at CONNECT. CONNECT is the oldest business accelerator in San Diego, focusing on early stage tech and life science startups. In an effort to bridge the diversity gap in the innovation economy, H. founded the CONNECT ALL program in early 2016 where he organized and lead government, business, community, and innovation leaders to bring high-growth early-stage startup resources to traditionally underserved communities of San Diego. In less than three years, H. took CONNECT ALL from concept to nearly $4M in funding to build CONNECT ALL @ the Jacobs Center – the region’s first diversity focused accelerator and resource center.
Prior to working at CONNECT, H. drove marketing at venture-backed Bay area startup Grantoo (now Fuel), where his team designed and implemented campaigns that increased user acquisition and retention to drive traction in preparation for a $3.5M Series A round that would eventually close, worked as a consultant for corporations, venture capitalists, and a private equity firm in London, and served as regional director to a large non-profit member organization in the US and Canada, responsible for a membership of 44,000+ members across nearly 70 universities. H. holds a master’s degree from The London School of Economics and a bachelor’s degree from George Mason University.
