Shall the measure to protect the City of Monterey's financial stability and maintain services such as police; fire; 9-1-1 emergency response; traffic management; library; senior/youth recreation programs; beach, park, forestry, and trail maintenance; housing programs, and other unrestricted general fund expenditures, by enacting a ½-cent per dollar sales tax for nine years, with all funds locally controlled, and all expenditures subject to independent audit, providing approximately $5,000,000 annually, be adopted?
