If approved by the voters, Measure CC, the Covina Neighborhood Safety and Essential City Services Protection Measure, would approve Ordinance 18- , the City of Covina Transactions and Use Tax Ordinance of 2018 (the “Sales Tax Ordinance”). This Measure would increase the City’s existing sales tax rate by .75%, or 3/4 of one cent, on every dollar of taxable sales of goods in the City, and the taxable storage, use or consumption in the City of goods purchased.

The proposed tax is a general tax. The revenues collected will be deposited in the City’s general fund and may be used for the municipal purposes of the City of Covina. The City Council-adopted ballot question states those purposes would include 911 emergency response, fire protection, paramedics, community policing, school safety officers, fixing potholes and streets, community, after school, senior and recreation programs, library services, homeless services and other general City services. California law gives cities the authority to adopt local sales tax measures like this one, in the amount proposed, with the voters’ approval. The City’s Director of Finance estimates that this measure will raise approximately $5.1 million per year in general fund revenue for the City until ended by the voters. Under current state law, the tax may not be increased beyond the rate proposed in the Sales Tax Ordinance. Measure CC was placed on the ballot by the unanimous vote of the Covina City Council.

The Sales Tax Ordinance provides that the tax will be collected by the State of California under a contract in the same way the existing sales tax is collected. Revenue and expenditures from the Sales Tax Ordinance will be subject to the City’s annual independent audit, which is available to the public, and the information will be disclosed in the City’s Comprehensive Annual Financial Report. The total sales tax rate paid in Covina, which also includes the sales tax collected for the State of California and other public agencies, is 9.5% now. If the Measure is approved by the voters, the total sales tax rate in the City will increase to 10.25% subject to any changes in state law.

Article XIIIC of the California Constitution, commonly known as Proposition 218, requires that the proposed tax be approved by a majority of the voters voting on the ballot measure. A “yes” vote on Measure CC adopts the .75% Sales Tax Ordinance. A “no” vote will result in the .75% Sales Tax Ordinance not being adopted.

Measure CC provides an affordable solution to protect our quality of life, authorizing a three-quarter cent sales tax increase to maintain vital city services and meet obligations imposed by the State.

The City of Covina has worked hard to be fiscally responsible while living with an ongoing structural deficit created by the Great Recession and compounded by the loss of millions of dollars with the dissolution of Redevelopment in 2012.
Despite implementing layoffs and cost reductions across all departments, Covina’s ongoing deficit is expected to exhaust City General Fund reserves. Without Measure CC, there will be devastating cuts to police, firefighter, paramedic and other essential City services.

Measure CC is a prudent plan. Anyone shopping in Covina will share in the cost of providing City services with Covina residents. In addition, it prevents further sales tax increases imposed by competing agencies.

Taxpayer Safeguards are REQUIRED. Every cent collected in Covina will stay here! Independent financial audits and regular public reporting allows tracking of these funds.
