David has been in the financial services arena for over 15 years.  As an Investment Advisor, Real Estate Broker, and Business Consultant, David has worked with individuals, small business and fortune 500 companies to successfully invest millions of dollars, expand their business, and incerase their profits.

David is a FINRA registered Investment Advisor Rep, with the following professional licenses: Series 7, Series 6, Series 63, Series 66, Series 26 Investment licenses, a Life & Health license, a Property & Casualty license, and Real Estate Broker's license.

David spent his childhood and young adulthood throughout the Southbay, obtaining his AA degree from El Camino Community College, his BS in Business Administration from USC, his MS in Industrial & Organizational Psychology from Capella University, and is currently pursuing his PhD in Business Psycholgy.

As City Treasurer, David has used his business savvy and financial expertise to renegotiate Hawthorne's banking fees, saving the city tens of thousands of dollars per year.  This lead to the eventual RFP for a banking services and the contract with a new banking partner, saving the City thousands more.

As City Treasurer, David has authored the Investment Policy for the City, and has implemented a strategy to 10X the City's investment revenue, bringing in an estimasted $150,000 in the first year alone.

The savings and returns created by David go straight to the City's bottom line, contributing to the hiring of Police, the paving of our roads, and the improvement of our parks.

Reverves are at a record high in the City of Hawthorne, the City has a balanced budget, and the local economy has grown tremendously during the time David has been Treasurer.

My name is Ryan Richard, I running for Treasurer of the great city of Hawthorne. I am a lifelong resident of the city of Hawthorne. My parents purchased their first home together in the Holly Park portion of the city. I attended St. Bernard High School before attending and graduating from Whittier College.

During my time as a Political Science major, I developed a passion for civic engagement and community
service. Those areas of interest led me to get intimately involved in the election and voting process here in Hawthorne and through out the South Bay. I have worked on campaigns throughout South Bay. I see electing leaders with vision and integrity as one of the most important ways I can give back to my community. That need for transparency and integrity in leadership is just one of the reasons I have decided to run for Hawthorne City Treasurer.

Upon my return from school, I aspired to become even more involved in our community. I became a member of the Holly Park HOA, I have served on the board for the Hawthorne Business Expo and was honored to serve as the Chairman of the Hawthorne Youth Commission. I have focused my efforts in all of these roles on expanding the level of engagement from the public and increasing the level of transparency in all of our dealings. I currently serve as the Deputy Political Director for the California Young Democrats Black Caucus, a platform that allows me to give back to our community in a greater capacity, specifically surrounding voter engagement and registration.

As your Treasurer I will work to keep the public in the loop on the financial happenings of Hawthorne. I will work with our city finance department and the city manager to find the most effective and impactful ways to better Hawthorne’s economy for our residents.
