In this Candidate Forum for California's US Congressional District 49, co-sponsored Carlsbad/Oceanside/Vista Chambers of Commerce, learn more about the views of candidates Rep. Mike Levin and Brian Maryott in the November 3, 2020 election.
The Pacific Ridge School Upper School Government and Politics class is proud to present the PRS 49th District Congressional Forum. This event was hosted by the school and moderated by Voice of San Diego's Jesse Marx. All of the questions answered by our two candidates, Congressman Mike Levin, the Democratic incumbent, and Brian Maryott, the Republican challenger, were researched and written our Pacific Ridge students.

- Accelerating Sustainable Energy and Environmental Protection - I want to continue to work to put our district at the forefront of the accelerated job growth created by the clean technology industry.

Biography
Before being elected to Congress in November 2018, Mike Levin has been involved in a variety of local, state and federal political campaigns and community organizations for the last two decades.
Mike was raised in South Orange County, where he attended public elementary and junior high schools. Mike spent his high school years in Los Angeles at Loyola High and then went to Stanford University, where he was honored to serve as student body president. After college, Mike served in the Coro Fellows Program and then attended Duke University School of Law. After law school, he served as Executive Director of the Democratic Party of Orange County and has worked as an attorney focused on environmental and energy regulatory compliance and government affairs.
Mike is a passionate believer in clean energy and has over a decade of experience in the industry, helping to accelerate the transition towards more sustainable power generation and transportation options. Mike has served for several years on the board of the Center for Sustainable Energy, based in San Diego, and co-founded Sustain OC in Orange County. For his work in clean energy, Mike was named to the OC METRO 40 under 40.
Mike lives in San Juan Capistrano with his wife, Chrissy, a graduate of the University of Arizona and Wharton School at the University of Pennsylvania, and their two children, ages 7 and 5.

I believe that every American should have access to affordable, quality healthcare, and that nobody should have to choose to pay for rent or groceries, instead of seeing a doctor or paying for a prescription.
I would like for our nation to work towards achieving a Medicare for All type healthcare system, but in the meantime, I believe that we must work to repair and strengthen the Affordable Care Act (ACA). I believe that many ideas to improve the ACA must be explored, including the implementation of a “public option,” early buy-in to Medicare coverage within health insurance marketplaces, and the hiring of new full-time federal enrollment assisters to help Americans enroll.

During my first term, I have:
- Supported and voted for H.R. 3, the Elijah E. Cummings Lower Drug Costs Now Act, which establishes a fair prescription price negotiation program, protects the Medicare program from excessive price increases, and establishes an out-of-pocket maximum for Medicare part D enrollees.
- Co-sponsored legislation to ensure that individuals with pre-existing conditions receive the healthcare they need, increase coverage accessibility, and improve affordability, including H.R. 1884, the Protecting Pre-Existing Conditions and Making Health Care More Affordable Act of 2019.
- Co-sponsored the bipartisan Middle Class Health Benefits Tax Repeal Act of 2019, to repeal the excise tax on high cost employer-sponsored health coverage. This bill became law at the end of 2019.
- Co-sponsored the bipartisan Quality Care for Moms and Babies Act, to improve the quality, health outcomes, and value of maternity care under the Medicaid and CHIP programs by developing maternity care quality measures and supporting maternity care quality collaboratives.
- Supported and co-sponsored a variety of legislation to protect reproductive healthcare for women, including the Equal Access to Abortion Coverage in Health Insurance (EACH) Woman Act of 2019, to ensure affordable abortion coverage and care for every woman, and the Women’s Health Protection Act of 2019, to protect a woman’s ability to determine whether and when to bear a child or end a pregnancy, and to protect a health care provider’s ability to provide reproductive health care services, including abortion services.
- Successfully advocated for $41.7 billion for the National Institutes of Health (NIH) in the 2020 appropriations package.
- Co-sponsored the bipartisan Palliative Care and Hospice Education and Training Act, to promote education and research in palliative care and hospice and to support training in palliative medicine.
- Co-sponsored the Mobile Health Record Act of 2019, to promote the ability of individuals with Medicare and Medicaid to access their personal medical claim data, including their providers, prescriptions, tests, and diagnoses, through a mobile health record application of the individual’s choosing.
- Worked to address the devastating impact addiction has had on our country, and currently serves on the House of Representatives’ Freshmen Working Group on Addiction to address the opioid crisis in the United States.
I am the grandson of Mexican immigrants on my mother’s side. Having not graduated high school themselves, my grandparents sent all five of their daughters to college. At age 50, my grandfather, Rosendo Bringas, became an American citizen, and it was among the proudest days of his life.
I want to preserve the values and aspirations of so many immigrants like my grandparents, who dream of the uniquely American opportunity for self-improvement. I believe that immigrants should be treated with dignity and respect.
During my first term, I have:
- Proudly co-sponsored H.R. 6, the American Dream and Promise Act of 2019, to protect our DACA recipients.
- Supported and co-sponsored several pieces of legislation to prevent family separation at the border, and help families who had been separated reunite, including the Keep Families Together Act, the Reuniting Families Act, and the REUNITE Act.
- Supported and co-sponsored the Dignity for Detained Immigrants Act of 2019, the Humanitarian Standards for Individuals in Customs and Border Protection Custody Act, and the Homeland Security Improvement Act.
- Opposed efforts to ban entry into the United States on the basis of race or religion and co-sponsored the NO BAN Act.
I strongly believe we need to improve our national infrastructure, and I would pay for these investments by reversing the Trump tax cuts for the ultra-wealthy and big corporations. I would also consider imposing a windfall profits tax on the major oil companies. I believe that we must end subsidies to oil and fossil fuel companies, including any direct funding or tax giveaways that rig the game in favor of fossil fuels compared to more sustainable energy sources. I also believe that the Department of Defense and other agencies should prioritize the hiring of veterans, particularly as we consider large-scale improvements to our nation’s infrastructure.
I'm proud that three of my bills were included in the comprehensive infrastructure package known as the Moving Forward Act, a more than $1.5 trillion plan to invest in upgrading America’s infrastructure, create millions of jobs nationwide, and move our country forward towards a clean energy future, which recently passed in the House.

I believe that spending as much time as possible in communities and neighborhoods across the district gives me the opportunity to hear directly from my constituents, so I can better represent them in Washington.
During my first term, I have:

Co-sponsored over 356 bills, resolutions, or amendments, more than half of which are bipartisan.

Introduced 19 bipartisan bills to support our veterans and their families. Four of these bills have been signed into law, and an additional nine bills have passed in the House.

Held a Town Hall every month, and I have pledged to continue to hold a monthly Town Hall for as long as I serve in office.

Throughout the COVID-19 pandemic, I have held over 40 virtual Town Hall meetings with public health experts from UC San Diego and elsewhere to address questions and concerns from constituents.

I've held over 235 House Parties in neighborhoods across the district since announcing my candidacy in 2017, including an ongoing series of virtual House Parties to prioritize public safety during the COVID-19 pandemic.

I'm deeply concerned by the recent attacks against the United States Postal Service threatening the ability of Americans to safely vote during the COVID-19 pandemic, as well as the jobs of nearly 100,000 veterans the USPS currently employs.

Earlier this year, I led a letter signed by 137 members of the House of Representatives advocating for $25 billion in crucial funding for the USPS.

I have also co-sponsored several pieces of legislation, including the Delivering for America Act and the Protect Our Post Offices Act, to protect the USPS as we approach a Presidential Election while facing a pandemic, when a historic number of Americans will be voting by mail.

I was proud to co-sponsor the George Floyd Justice in Policing Act, to work towards ending racial profiling, banning chokeholds and no-knock warrants, requiring uniformed police officers to wear body cameras, investing in crucial community-based programs to change the culture of law enforcement, improving accountability, and fostering trust and integrity through the implementation of new training programs for public safety officers.
I've played a leadership role to secure funding for many of our priorities in the 49th District, including:

$41.7 billion for the National Institutes of Health (NIH).

$8.28 billion for the National Science Foundation (NSF).

$495 million for the Land and Water Conservation Fund.

$425 million for election security.

$300 million targeted to clean up the horrific water pollution in the Tijuana River Valley.

$222 million for veterans suicide prevention.

$146 million in funding for Camp Pendleton in 2019, including $71.7 million for a new mess hall and warehouse, $17.7 million for an ambulatory care center and dental clinic replacement, and $38.87 million for the I Marine Expeditionary Force consolidated information center.

An additional $105 million in funding for Camp Pendleton as a part of the NDAA for fiscal year 2020.

$57 million to support research programs to better inform management of water in California, including research programs at UC San Diego’s Scripps Institution of Oceanography.

$25 million for federal research at the Center for Disease Control (CDC) and National Institutes of Health (NIH) into our nation’s gun violence epidemic.

Through my advocacy, the U.S. Army Corps of Engineers has allocated $400,000 in federal funding for the Planning, Engineering & Design (PED) phase of the Encinitas-Solana Beach Coastal Storm Damage Reduction Project to stabilize the bluffs and keep our coastal community safe. $505,000 will also be allocated for the PED phase of the San Clemente Shoreline Project in Orange County.

Biography
Brian is a conservative businessman, elected leader and father who is running for Congress to restore common-sense representation to the 49th Congressional district. As a local elected official and former executive, Brian has proven he can work with anyone who has good ideas – he will bring that exact same approach to Congress.
Brian is a Certified Financial Planner – he spent the majority of his career helping hundreds of individuals and families save for a rainy day, send their kids to college, retire with dignity and invest in their future. He steadily grew his planning business and was eventually promoted to Senior Vice President of his company where he helped manage hundreds of employees and billions in client assets.
As our national debt continues to grow, Brian’s financial background and commitment to sound growth and fiscal stewardship is needed in Congress now more than ever.
Brian learned about hard work and responsibility at an early age. He shoveled dog waste as a kennel attendant at 15, worked as a dishwasher and busboy in a restaurant chain – became a cook, server and ultimately an assistant manager while he worked full time to pay his way through college. He even did a stint on an overnight janitorial crew to keep his student loans to a manageable level.
Brian and his wife Michele have been living their version of the American Dream in southern California for over 25 years. They live in San Juan Capistrano with their three wonderful children.
