I want to ensure Santee understands what diversity and inclusion are about and make a place where everyone feels wanted.
I will continue to mitigate traffic congestion on city streets and State Route 52.
I expect to maintain a balanced budget by identifying and bringing commercial, retail and manufacturing industries to Santee.

Establish Community Choice Aggregation (CCA) in Santee to save ratepayers money on their electricity bills and the City of Santee over $1,000,000 annually.
Re-negotiate the CSA-69 (Santee/Lakeside Firefighter Paramedics) contract and fee structure with the County of San Diego, to protect the best Public Safety workforce in San Diego.
Provide meaningful infrastructure improvements within the City of Santee and traffic mitigation to SR-52.

Biography
Councilmember Stephen Houlahan has over 20 years’ experience as a Registered Nurse, having graduated from San Diego State Universities School of Nursing in 1998. In 2010 Stephen Houlahan became a founding member and the President of the activist group “Save Mission Trails”.This group’s primary focus is to protect Mission Trails Regional Park and the adjacent East Elliott open space from encroachment.On September 12th, 2014 with Houlahan’s leadership Save Mission Trails successfully led the effort to stop the Quail Brush Power Plant from being built adjacent to Mission Trails Regional Park, in East Elliott, at the western gateway of Santee.Additionally, on July 27, 2016, as the President of Save Mission Trails, Houlahan successfully led the effort to achieve “Scenic Highway” designation for State Route-52 from Mast Blvd to Santo Rd.When Houlahan learned of the attempt to export fracked liquefied natural gas through San Diego in 2018 by constructing the “Rainbow to Mission Valley Pipeline Project” at the expense of rate-payers, he once again organized the community and successfully stopped yet another boondoggle. Councilmember Houlahan has coached baseball at West Hills Little League (WHLL) and coached soccer for American Youth Soccer Organization (AYSO) for the last 6 years.Houlahan is a voting member of the San Diego River Conservancy, Mission Trails Taskforce, Goodan Ranch Advisory Committee, and the Santee Fire Fighter/Paramedic County Service Agreement (CSA-69). Stephen Houlahan is a homeowner, happy husband, and proud father.He is committed and dedicated to his community, beautiful Santee!
