Promises made, promises kept. As a candidate, I promised to continue fighting for lower water rates, transparency and improved governance. I kept those promises.
During my first term the Board implemented my recommendations to create committees that provide directors with more oversight in the areas of finance, engineering and operations. Last year, as President of Helix Water District, we created a committee to work closer with the public and staff on oversight of Lakes Jennings, Harry Griffen Park, the Garden and surplus land sales. These Committees ensure that Helix Water District will continue its leadership role in providing safe, healthy and reliable water supply at the lowest possible price.
Drawing on my finance and business background, I suggested Helix reduce a portion of their PERS liabilities. The Board accepted this proposal and voted to pay down $5M of PERS liabilities that will save the Helix Water District $12.3 Million.
When first seated on the Board, the annual water rate was scheduled to increase, on average, 9% a year for four years. I suggested a 5% rate reduction. We didn’t get a rate reduction the first year, but in subsequent years rates only increased 3.4% on average. Your message of lower rates has been heard loud and clear; I have respected your voices and not voted for any water rate increase. I am proud to announce, that this year, the Board froze rates in response to your input and acknowledging the financial hardship COVID-19 brings to our constituents.
Background and Experience. Graduated from San Diego State University, then served in the United States Marine Corps. Returned to SDSU to obtain a MS in Mathematics. During my graduate studies, I served as commander of the National Guard’s Company C and A, respectively, located at the El Cajon Armory. Upon graduation, I worked in the defense industry for seven years and attended SDSU part-time, to obtain an MBA in Finance. I then went into business and am now CEO/CFO for a construction, accounting and realty company.
I have served as President of two local water districts, on the San Diego County Water Authority, Chair of San Diego County Wastewater Management District and on the San Miquel Consolidated Fire Protection District.
