My Top 3 Priorities
Open the Behavioral Health Unit
Hire a forensic accountant to find out where the missing $4.5 million from the general fund went, and the $85 million HUD loan.
Stop the lawsuits, open the Medical Office Building, increase transparency with the public.
Experience
Biography
I have seen a lot of problems over the years at Tri-City, issues like: reduced services, missing cash, frivilous lawsuits, wasted cash, and the organization is being driven into the ground on its way towards bankruptcy. I have a plan to turn Tri-City around and it begins with a Public-Private-Partnership with Scripps. Questions & Answers
Questions from League of Women Voters San Diego and League of Women Voters North County San Diego (1)
What are the three biggest challenges facing this region in the decade of the 2020s, and how would you use this office to help our community prepare for (and meet) those challenges?
Answer from Savannah Rose Strunk:
1. The closing of the behavioral health unit was closed under false pretense. None of the three reasons were true, other than they wanted to save money. This needs to be reopened and can be reopened because it complies with all the codes and requirements.
2. The declining patient count (market share, daily census, etc) has been dropping since 2016. We need to build the business and do a public-private-partnership with Scripps to bring the quality of care and services up. This will allow us to stay a community hospital without going bankrupt.
3. The finances are a mess. There are financial reports provided to the public that have different numbers than what is reported to the state. You can clearly see the numbers are different and in one line item for cash and cash equivalents there is a $4.5 million discrepancy where they report a lower number to the public, and other numbers are exact to the penny, so we know we have the right dataset. We need to hire a forensic accountant to expose to the public what is really going on and where the hospital stands.

What action (personal or professional) that you have taken most exemplifies how you will execute the duties of this office in the coming term, if you are elected?
Answer from Savannah Rose Strunk:
In my life I have refused to let people be bullied or pushed around by larger more powerful people or organizations. I will stand up for all people. I am a leader and know how to empower them to build great teams. I believe in inclusion and transparency, two things Tri-City has not had in a very long time. I will bring the hosspital back to the community. I will champion a Public-Private-Partnership with Scripps to bring our quality of healthcare up from where it is. This is not a task a single board can do, we need help.
Political Beliefs
Political Philosophy
I believe that healthcare should be available to everyone despite their economic or social status. This position is not partisan and it should be run that way. Our healthcare is not a political toy and we should look out for everyone, especially our most vulnerable.
