Biography
I am a parent and community advocate whose actions speak volumes about my commitment to our students. A stay-at-home father of two children enrolled in Encinitas schools, I served as Room Parent and PTA Restaurant Night Coordinator, raising over $8,000 for the Encinitas Educational Foundation at Flora Vista Elementary. In addition to serving over six years as a Board Member of my Homeowners Association, I volunteer as a basketball and soccer coach, mentoring young athletes.
A retired Navy Chief Petty Officer with an MBA from National University, I understand school budgets, along with the importance of fiscal responsibility, leadership, accountability, and transparency. I intend to use my experience serving our county and local schools to act as a clear and open channel of communication.
More than just working with the district, parents and teachers to help our students rebound from the impact of COVID-19, I also hope to expand our appreciation for equity and diversity by establishing norms in our school that promote inclusion and openness. I will bring a fresh set of eyes and orientation to today’s rapidly changing environment. For dedicated, passionate, and experienced community leadership, I ask for you to vote for me, Marlon Taylor.

1. COVID-19 will have a leave a significant impression on us long after a vaccine is in the mainstream. Children at every grade level will be impacted by toll this virus has taken on our economy and education system. It has laid bare the inequities in our education system that have been around for decades. Now we must address them. To meet those challenges I believe we need to do the following:
-
Identify families that have insufficient access to the internet and help remove any barriers to connectivity.
-
Strengthen our ability to analyze the data and monitor learning.
-
We have to be creative and unafraid to reimagine learning.
-
We must support our teachers. Especially many of our female teachers who continue to teach while bearing a disproportionate share of family responsibilities.
2. This summer has presented this country with protests the likes of which we haven't seen since the late 60s. It will be incumbent that our district takes a proactive approach to addressing issues of equity and diversity on our campuses. Whether its as a school board member or as a private citizen, I will push the district to do the following to address these issues:
-
Require mandatory anti-bias training for all teachers and administrators
-
Facilitate additions to the curriculum that teach and celebrate diversity and offer minority perspectives
-
Hire more minority teachers
-
Provide teachers and administrators the skills and the tools to effectively turn insensitive comments into teaching opportunities
3. Children First. We must always remember that children and the communities they serve are a school districts biggest customer. Every decision made by a school board should serve the primary goal of contributing to the success of that child.
Questions from League of Women Voters of San Diego and League of Women Voters of North County San Diego (1)
Being a stay at home Dad has been my toughest and most rewarding challenge. Taking care of a young family, you have to be flexible. A temper tantrum or unexpected nap can derail the best laid plans. You also have to be sympathetic to a childs needs and concerns, so listening is critical. Based on what we've witnessed over the last year, I believe that being a good listener that is sympathetic with the ability to adjust course at a moments notice is essential for success on a school board.

My Top 3 Priorities
- Our students come first and we need to keep them and our teachers safe as we navigate returning to school.
- Coming together as a community. I intend to look for additional ways support our families, our working moms in particular, and make sure our children have the resources they need to receive an education.
- Building a better future. I want to help our schools navigate through the aftermath of the COVID-19 crisis.

Biography
I am the mother of two boys attending La Costa Heights Elementary in the Encinitas Union School District. I work full time as an attorney, practicing for 15 years and now in-house counsel for one of San Diego’s largest employers. So, I have a vested interest in how our schools are run and understand first-hand the struggles working moms in particular face. I am prochoice and firmly believe in equal rights for all. I am a diversity advocate and ally and a lifelong Democratic voter.

The COVID-19 pandemic has underscored the disparate impact such crises have on our families. Working moms are being particularly hard hit. Studies are showing that women, who for far too long have fought for equality in the workforce, are leaving their jobs in droves to be caregivers. Those that are remaining in the workforce are feeling overwhelmed and burned out, struggling to be good employees, good moms, and good partners all at the same time. Our working moms aren’t the only ones being impacted, either. Many of our families are fighting to be seen, whether because of their race, gender, sexual orientation, or inability to provide their children with access to WiFi to stay in school.
We need someone on our school board who understands these struggles. Who understands that, sometimes, the loudest voices in the room don’t represent the decision that is best for all. Someone who knows that, if we want our parents to invest in this school district and this community, all of our parents need to feel seen. If elected to the Encinitas Union School Board, I will be that voice.

My Top 3 Priorities
- Safely reopen elementary schools for in-person learning five days a week. Give families the option of in-person or distance learning.
- Make the school board more accessible and welcoming of parental input. The school board represents the students and parents and needs to do more listening.
- Take a careful look at spending priorities and ensure that every dollar the district receives is prioritized for students and learning loss mitigation as we recover from this pandemic.

Biography
I’m a husband and father to two young girls who will be entering the school district soon. So this school district is personally very important to me. I’m a graduate of UC San Diego with a degree in Economics and I’ve lived and worked in Encinitas since 2007. My wife is a small business owner and I’m a busy professional so we understand how demanding life can be and how important the education, development, and care that an elementary school provides is. This is a great school district. I’m running for the school board so that I can do everything I can to make sure it stays that way and improves where it needs to.
I strongly believe that the role and responsibility of a school board member is to, first and foremost, listen to the needs and concerns of students and parents and look out for their best interest.
I don’t believe education should be politically polarizing and I want to work with and hear from everyone to create the best environment for our children to excel academically and socially.
In my professional life I have been a financial advisor for 20 years providing financial planning and investment services. I work primarily with families and small business owners in Encinitas and North County who trust me to help them accomplish their most important financial goals and solve their most pressing financial issues. I am a fiduciary who works legally bound to always look out for my client’s best interest. This requires a lot of listening, careful analysis, and sometimes hard decisions and tradeoffs. I will bring this same discipline and level of accountability to the school board.

My Top 3 Priorities
- During the pandemic I'll make sure safety and how and when we return to school is the number one priority.
- Transparency and accessibility is an area the district can improve. If we had all board meetings online and in real time more people would be able to attend and be more informed which will promote healthy informed debate and discussion.
- Term limits will allow for more community participation. Decades on a local elementary school board is too long and can lead to complacency and institutionalization.

He is a board member of the Encinitas Educational Foundation which led a program that raised money and distributed food to over 500 food insecure families weekly at the height of the pandemic. My Top 3 Priorities
- OPEN SCHOOLS FULL TIME! There is no system that will keep everyone 100% safe but we can have safe policies for teachers and students while allowing the kids to go back full time. OTHERS can continue to homeschool until they feel safe.
- TRANSPARENCY: This is a common issue with ALL the candidates because the Board does not respect the public’s right to be involved, and have been unfriendly to public participation. I will do the most to CORRECT this undemocratic process!
- FINANCIAL: We have a $25 million surplus every year, yet the PTA is forced to fundraise every year. The Board just approved $2million for kitchen makeovers. We don’t need new taxes we need the existing money to go toward education.
Political Beliefs
Political Philosophy
Keep the POLITICS and INDOCTRINATION out of our schools. Children need to enjoy their education and not be poltical pawns. This is devisive to the whole community and it needs to stop! School was a place where everyone worked together because of a common goal, I think we all still have that goal so let's do this TOGETHER :)
My Top 3 Priorities
- OPEN BOARD MEETINGS TO THE PUBLIC. Make meetings friendly & accessible to the public so we can speak, be heard, ask questions, and have an interactive conversation with the board, which is currently barred by board rules. End this dictatorship!
- END THE SECRET MEETINGS Board Policy #0415 Bars public from Secret “Equity Work” political indoctrination(radicalization) committee in violation of sunshine laws, No minutes being kept. Secret “consultants” making rules “3yr plan”, Parents cut out.
- STOP THE INDOCTRINATION OF OUR CHILDREN. They are not social justice warriors/activists to be sacrificed for the “cause”, they need skills that can be used to get a job or for entry into higher education. Get the politics out of our schools!
