Hayward City Council Member Mark Salinas is a Hayward native.  Born at St. Rose Hospital, Mark grew up in the Schafer Park neighborhood in South Hayward.  Mark is a product of Hayward schools and after graduating from Hayward High School he enrolled in Chabot College and participated in the Puente Project.  After Mark transferred from Chabot College to San Francisco State University, he earned a Bachelor’s Degree in La Raza Studies Studies and a Master’s degree in Educational Administration and Public Policy.

Mark is an educator by occupation.  As an Instructor at Chabot College, he teaches Ethnic Studies and History.  In 2015, California State University, East Bay appointed Mark to work in the Hayward Promise Neighborhood.  As a community resident engagement specialist, Mark is responsible for developing programs for Hayward children and families as well as connecting Hayward families and children to critical health and education services.

For twenty eight years Mark has been a volunteer for The Kids’ Breakfast Club, a non-profit organization in Hayward responsible for feeding thousands of deserving children and their families every year.  For the last 15 years, Mark has served as the Executive Director of The Kids’ Breakfast Club and he is responsible for the day-to-day implementation of all organizational activities.

In 2010 Mark was elected to the Hayward City Council.  Mark is known around town as a fierce advocate for children and families.  He is a founding member of the Let’s Do Lunch Hayward...and breakfast too program, a city wide program that has served over one million meals to kids when school isn’t in session.  He is a founding member of the Words for Lunch program, a program that connects kids and families to lunch and thousands of books in the summertime.  And, Mark is a founding member of the Hayward Early Learning Committee, a committee responsible for developing policy for children 0 to 8 years old.

Mark has worked on a variety of policies ranging from economic development to municipal budgets to housing to protection services.  While Mark’s policy resume is substantive, he is an unapologetic advocate for children and their families.

Council Member Francisco Zermeño was first elected to serve on Hayward City Council in 2012. Council Member Zermeño has selflessly served Hayward even going beyond his legislative role since moving to Hayward in 1978. As a Council Member Francisco has been integral in creating a welcoming downtown, supporting diversity, organizing community events, uplifting Hayward Youth, and making Hayward Clean and Green just to name some of his work.

For over 40 years, he has worked to make Hayward a better place for his family and yours. As a professor, father, husband, business owner, and city councilmember, Francisco leads to make Hayward a place where businesses can thrive, children can learn, and all families can be healthy and safe. As an educator at Chabot College for over 40 years, he has helped improve educational standards and supported making education accessible for all of our youth. On Hayward City Council, Francisco has worked with the Hayward Youth Commission since 2008.

In addition to his role as an educator, Francisco is a business-minded candidate who has been a leader in Hayward’s business community for several years. In 2004, Francisco founded the Latino Business Roundtable in conjunction with the Hayward Chamber of Commerce to help support people starting or enhancing their businesses. The roundtable group filled a critical need for Hayward businesses to promote and support each other in their growth.

Francisco Zermeño was born in Jalisco, Mexico where he grew up. At age 12, he migrated with his family to Salinas, California. He received both his Bachelors and Masters in Spanish and Portuguese from the University of California, Santa Barbara. Francisco first moved to Hayward in 1978 to begin his career as a full-time tenured educator at Chabot College. Zermeño has also been a business owner for many years in Hayward. Francisco is married to Elizabeth Zermeño and they raised three children and are the proud grandparents of five grandkids. They also have a dog and cat.

I am running for four more years to help solve the following:

• Restoring our Local Economy while supporting Hayward Residents, Families, and Businesses
• Continue Innovative Housing and Homelessness Solutions
• Championing Environmental Policy and Climate Restoration
• Creating Safe Communities with Accountability and Transparency

My passion for Hayward is to have a vibrant economy for all our residents. With the realities of our current economy, with the economic impacts of COVID-19 and the recent recession to hit our small business and labor force. I believe in order to have a strong economy we must also have a strong labor force. In other words, all members of our community should have access to living-wage jobs and opportunities to find those jobs. I believe it's important to give our residents the $15 dollar minimum wage and move to see it come sooner rather than later.

I am a longtime advocate of shopping Hayward first. In 2014, I co-founded and now lead the Chamber of Commerce’s very own Hayward Latino Business Roundtable. I established the Downtown Hayward Community Benefit District. Now more than ever, our economy requires supporting our small businesses.

Although COVID-19 has caused a tremendous impact on our economy and has impacted our housing crisis further, I am committed to keeping the progress Hayward has made a priority. I will continue to find new and innovative solutions to house our homeless and supply solutions to those facing economic displacements. Long before COVID-19, the State of California and regions like the Bay Area including Hayward have been in a housing crisis. The housing crisis is due to a housing shortage, high cost of living, and not enough affordable housing to meet demand. Hayward has been at the forefront of finding solutions and working with its residents to address this crisis since 2016. As a result, Hayward has been the leader on homelessness and housing reform in the region.

In the last four years, Hayward has become a regional leader in finding solutions by proactively tackling the housing supply by adding 3,700 housing units in the pipeline, awarding $28.6 million in local funds to subsidize 260 affordable units, and negotiating the development of 1,700 units on former Caltrans land with a minimum of 15-20% affordable units. In addition, Hayward is addressing the City’s homelessness crisis by becoming the first city within its surrounding cities to adopt and successfully launch a Housing Navigation Center.  The Housing Navigation Center was established on a City-owned parcel at the corner of Depot Road and Whitesell Street is set to serve approximately 100 homeless annually. 

During COVID-19, my colleagues and I have stepped up to be aligned with the State and County on establishing a moratorium on evictions and mortgages as a result of the Shelter-in-place orders and the current on-going pandemic that has caused devastating job and income losses. As a City, we are looking to pull as much Federal and State dollars to address these economic losses the City and its Residents face and ultimately we will have to prioritize its residents and their needs accordingly.

Our planet needs our help and I’ve successfully made it one of my priorities on the City Council and I have advocated for green and greener policies. I have served as a member Sustainability Committee and I currently represent Hayward on StopWaste.Org. Under my leadership, Hayward has been successful in achieving many environmental goals and records including being ranked 28th Greenest City in the United States due to our own energy production. In 2018, we approved the first housing project with only renewable energy and that same year Hayward was recognized as the 10th Most Sustainable City in the United States.

Over the next four years, I would like to continue the environmentally protection policies I have pursued as a Council Member. I look forward to the opening of the 50 acre La Vista Park. I am proud our City is encouraging new housing developments to avoid natural gas to help eliminate air pollutants, but this is only the beginning. Hayward is completing its second installment of a megawatt solar photovoltaic farm which will produce 40% of Hayward’s energy demand. Since 2019, my goal has been to plant 1,000 trees per year in Hayward through a coalition of community members, developers, and our city government. I would also like to finish the recycle water project being used for landscaping throughout the City. All these things and so much more, is why I am running to serve you on Hayward City Council.

I am a big proponent of safe and thriving communities. In order to ensure safe communities in the era of a pandemic, I will bring leadership with bold solutions and innovative recovery plans. In 2018, Hayward became the first in the nation to open it’s Firehouse Clinic which was an integral part of the recent COVID-19 testing efforts. It’s important to note our Hayward Firefighters’ efforts established the first local testing site of its kind in the State. Safe Communities also includes all other safety protections from fires, unlit and unsafe streets, to crime prevention, to keeping Hayward clean and green. As we face recovery, Hayward must continue to invest in the community.

To address current community and police relations, we as a society must address institutional racism with accountability and transparency standards. In 2019, we approved the Hayward Police Department (HPD) Community Advisory Panel and we have activated it to begin holding monthly virtual meetings. This Panel will be a platform for constructive dialogue and instrumental in identifying community-based solutions. This Panel is made up of Hayward Residents and will be key in building trust between our residents and HPD. This Panel will collaborate and present their findings and solutions to the City. I look forward to the Panel’s findings and recommendations.

I am a proud daughter of Hayward, born and raised. Thanks to the influence of my hard working mother, I received a degree in the History of Public Policy from UC Santa Barbara. Like many others, I returned home unable to afford living here on my own. Now, I spend every day serving Hayward tenants, addressing their housing and eviction issues as a Tenants’ Rights Paralegal. 

For many years, Hayward residents have struggled with high rents and unjust evictions, and these hardships will only increase due to COVID-19. As your new City Council member, I would continue my fight to meet community needs with the urgency they deserve. In Hayward, working people deserve housing security, worker protections, true community safety, and above all, to be heard. I am committed to the needs of the Hayward community and this is why I am running a clean campaign endorsed by Aisha Wahab, IFPTE Local 20 and IFPTE Local 21. 

It’s time to break the status quo we have long seen in Hayward of rubber-stamping outdated policies due to a lack of term limits and limited new voices. I will change this by bringing on another strong voice for the people to the council. In order to make any real progress in Hayward, I would appreciate your vote.

I am a lifelong resident of the East Bay having lived in the unincorporated area nearly my entire life. I am now a proud resident of Hayward and love Hayward's diversity and working class character. Like many immigrant families, my parents left war-torn El Salvador in search of a better life. Through their hard work and sacrifice, I was able to grow up in the East Bay, attend San Francisco State University, and graduate with a Master’s in Public Health from UC Berkeley. After college, I had the privilege of honoring my parents' struggle by working directly with anti-mining activists in El Salvador as the Bay Area chapter coordinator for the Committee in Solidarity with the People of El Salvador (CISPES). Inspired by the social movements in El Salvador, I began working in the San Francisco Labor Movement as an organizer for IFPTE Local 21 and SEIU Local 87. Since 2014, I have been teaching courses that focus on the Latinx community at San Francisco State University and most recently at Cal State East Bay.  I am a member of our union, the California Faculty Association, and served on the executive board for San Francisco State University.

Since 2017, I have served as the vice-chair of the Alameda County Public Health Commission. The Public Health Commission represents Alameda County's 1.7 million residents with the goal of promoting health equity and improving population health. I served on the committee that formed the Eden Area Municipal Advisory Council, which brought local representation to parts of Unincorporated Hayward. In 2019, I began organizing the Eden Community Land Trust in an effort to preserve housing affordability and to bring public land under community control. The Eden Community Land Trust serves the city of Hayward and the unincorporated communities of Cherryland and Hayward Acres.

My experiences as a child of immigrants, a public health practitioner, an educator, and a community advocate has led me to serve my community in a new capacity. I am running for Hayward City Council because we need to confront the issues that are putting our future in danger and to bring forward a bold new vision for the good of all Hayward residents.

I am a proud Democratic Socialist. As such, I believe in a strong democracy and a commitment to a more equitable distribution of wealth and resources, meaningful work and recreation, a healthy environment, sustainability, and gender and racial equality. I reject the current accumulation of wealth by a handful of billionaires, the current market system leading to the destruction of our planet, and the proliferation of violence and brutality our current system engenders. As a mother of a Hayward Unified student and a housing policy advocate, I am running for Hayward City Council to advance economic and housing rights for all residents. My background in equitable urban planning and policy advocacy for affordable housing makes me the asset greatly needed on Council.  I’m running a campaign entirely free from corporate contributions to be directly accountable to the people of Hayward. I see the promises that Hayward offers and I am determined to make our community a more inclusive, and just place to live and raise a family. 

Housing and economic rights are personal for me, I’ve experienced first hand economic and housing insecurity as a working single-parent.  I have worked as a server and barista to support myself and my infant daughter while completing my undergraduate degree at San Francisco State University.  Due to my early experiences, at my soonest opportunity I began working for non-profit legal service organizations as a legal and police advocate.  

Professionally, I’ve defended tenants and low-income homeowners from losing their home, I’ve advocated for fair housing laws at the local and state level, and I’ve pushed for fair community benefits packages from large for-profit development projects.  In my spare time, in the evenings and over the weekends in addition to my work and family responsibilities,  I’ve organized and advocated alongside Hayward tenants for renter protection measures, which are now law.  I know all Hayward residents contribute something unique to our community, but we must ensure equity in our city’s policies so all community members have access to what our City can offer.

Hayward can be a leader in good paying local jobs for residents, quality public education, affordable housing, and inclusive economic development.  Our city is filled with hardworking, resilient, and innovative residents, but we must expand our social safety nets and address power imbalances prevalent in our society.  Strategically addressing COVID-19 impacts will be crucial in the coming months, and my focus will be on implementing policies to provide adequate support for all.

I am an attorney for 21 years practicing on Immigration, bankruptcy and Personal Injury in Hayward.  I lived in Hayward for 15 years since 2005.  My community service is helping immigrants fight deportation, unify their families and become good citizens of United States.  I also help clients keeo their home from foreclosure and reestablished their financial life.  In addition, I help those injured in their work and in the streets to recover for injuries suffered.  I was born in the Philippines with Hispanic ancestors.  I have a bachelors degree in Business Administration , Cum Laude.  Thereafter I took up Advance Management courses for two years in Manila.  In the U.S. I study law as a working student and earned my Juris Doctor Degree from the Western State University College of Law in Fulllerton California.   I worked at the Los Angeles Unified School District from 1987 to 1992.  I have a CPA license from the State of Colorado and the Philippines.  I establised business of Tax Preparation and Residential Care Facility for the Elderly since 2006.  

I beleive that a political position is service to community and humanity.  It transends all kind of undertaking.  As the Losd said love your neighbor as you love yourself.  All political decisions should be made to benefit the greater majority of people.   

My name is Darrelle Demps and I am asking for your support and your vote in my bid to represent you on the Hayward City Council.

Hayward has been home for me for over 30 years and is a city that I want to help continue to reach its full potential. 

I attended Calaroga Junior High and Mount Eden High school and after that earned a Bachelor of Arts Degree in Political Science from San Francisco State University. 

My background in Human Resources and as an IT Executive have prepared me to work with people from all backgrounds to find calculated and proven solutions. I am a strong decision maker who will tackle the tough issues for all Hayward residents.

I was elected to the National Black MBA Association Board of Directors and served for over 11 years. In that capacity, I ensured that all committees were functioning properly and were adequately staffed to perform their duties. I was also responsible for the organization’s community outreach, education and professional development committees. I administered the scholarship program, reviewed budgets and financial needs and provided year end reports and recommendations for the upcoming year. One of my greatest joys was working with the Leaders of Tomorrow program. That program was implemented to help develop leadership skills in high school students. That goal was accomplished by assisting them with academics, public speaking, resume writing, college preparation, community service, personal skills and learning how to perform business cases. We also partnered mentors from the business community with students.   

Also, I spent 15 years as a volunteer serving our veterans. Those duties –  as simple as  providing companionship, escorting them or just serving coffee and tea – were all dear to my heart.  

In my own neighborhood, I keep my neighbors informed about events and meetings because civic engagement is the backbone of moving Hayward forward. My community service experience has prepared me to work with all the residents of Hayward. 

If elected, my top priorities for Hayward would be economic development with innovative approaches to bringing new businesses and job growth to our community. I will improve communication with our neighborhoods by hosting town hall meetings to allow the citizens of Hayward to give feedback on their concerns. 

I have a reputation for fairness, commitment, results and accountability.
