I am a third-generation native Angeleno, the proud daughter of career public servants who instilled in me a passion for service. Throughout the span of my 30+ year career I have remained focused on strengthening communities so that all Californians can thrive. I have gained expertise in creating policy and budget solutions for complex challenges that impact the day-to-day lives of residents. I have served in the California State Legislature since 2010. For the past three years I have served as Chair of the Senate Budget and Fiscal Review Committee where I helped sheppard three state budgets, each totaling over $200 billion. During my time in the legislature I am most proud of having repealed the Maxmum Family Grant Rule, expanding access to child care, supporting increases to the minimum wage, protecting union jobs with the Film and Tax Credit and having passed unprecededent criminal justice reforms and anti-discrimination laws. Prior to serving in elected office I was CEO of Crystal Stairs, the largest child education and development non-profit in California. Upon completing my CORO Foundation fellowship in public affairs, I went on to work for former Congresswoman Diane Watson during her tenure in the California State Senate. I also worked as a policy advocate for the Western Center on Law and Poverty, where I fought for legislation to alleviate poverty and protect our most vulnerable communities.

Biography
Jan Perry is a candidate for Los Angeles County Board of Supervisors District 2. She served as Los Angeles City Councilwoman for the residents of District 9 which includes Downtown, Little Tokyo and South LA. During her 12-year tenure, Perry led catalytic projects such as LA Live, the Cathedral of Our Lady of the Angels and the new Police Administrative Building. She brought in $15 billion in investment, $52 million in net new tax revenue for the City of Los Angeles, and approximately 90,000 full-time jobs. As a result of her leadership, Downtown is one of the most desirable and sought-after residential and commercial destinations in the nation. Perry’s years in office also saw the development of more than 5,670 units of supportive housing to shelter the homeless and people suffering from mental illness and substance abuse.
Mayor Eric Garcetti selected Ms. Perry to run the Economic and Workforce Development Department (EWDD) shortly after his election in July 2013. EWDD provides a broad range of programs offering assistance to business, job seekers and disconnected youth. All of EWDD’s programs are designed to help build local businesses and strengthen the workforce.
Ms. Perry currently serves as the executive director of the Infrastructure Funding Alliance, a national initiative to meet future infrastructure, economic development, and environmental challenges. If we want to decrease the homeless population it is going to take a huge effort that must include the full engagement of key county departments from criminal justice, to all facets of health care, to housing and on-going monitoring and engagement in the issue. This has never happened before.
We need the state, local and federal government, to be fully engaged in a Marshall Plan type of program that is well-coordinated and effectively managed. This issue is a huge priority for me and as Supervisor I will be totally committed to finding solutions and ensuring better outcomes for both the homeless and for those impacted by this on-going challenge.
The best way to respect the dignity of the unhoused is to get them off the streets and into shelters where we can do in-depth assessments and determine a path forward. The longer people live on the street the more susceptible they become to both physical and mental trauma.
Gasoline and diesel powered vehicles generate 40% of current greenhouse gase (GHG) emissions in our region. What strategies would you support to significantly reduce the number of miles driven in the region?

I am the candidate in this race speaking for change. The status quo in our city is broken: there are 60,000 unhoused residents in this county, our budgets are being mismanaged and abused, and our streets and sidewalks are in a state of disrepair. It's not getting any better. I'm coming at the system from the outside. I'm not in this for the seat; the seat is simply a means to an end to me.

I believe that the definition of affordable housing needs to be expanded to include type of profession. The amount of money that you make should not be the only qualifer for affordable housing. There are teachers, social workers, and LA County employees that make just above the financial threshold, but still struggle financially because of the high costs of rent and housing. Many services such as custodial and culinary work is important in our society and if we could establish a program that can ease the financial burden for professions that educate our children and clean our streets then we will begin to address a multitude of problems such as commute times to work. We should focus our efforts on creating self sustainable and holistic societies. Create neighborhoods of stakeholders within local communities so there isn't a disconnect from where you work and where you live.
First I'd like to establish programs that allow people to live closer to work. This will drastically decrease commute times and thus decrease the amount of greenhouse gas emitted from vehicles. Second I want to partner with businesses large and small to create incentives to people using public transportation. Essentially like a promotional "punch card", where if you take metro an alloted number of times this month then you receive "gift or discount from business". This is a creative way to stimulate growth in local business while providing environmental benefits throughout LA County. Third I'd like to dedicate resources each year to renovating and creating a multitude of bus and train memberships. For LA County residents who would like to experience additional services during their commutes such as wifi and snacks have the option to pay additional to ride public transportation. All of this while ensuring that commute times are as low as possible.
Political Beliefs
Political Philosophy
My political beliefs are directed toward the people. As a policitian I believe in doing what's right and what's practical. My mindset is directed toward people having their basic needs fulfilled, and then expanding upon the basics to ensuring that an enjoyable quality of life can be sustained. Everyone deserves to have a roof over their head, food on their table and clothes on their backs. As a government I believe that empowering people to have the opportunities to succeed is necessary in ensuring the continued growth of our society. My decisions in office will be directed toward increasing the average net worth of LA County Residents District 2. My philosophy isn't decided along party lines but rather the needs of people. I believe a politician should have a high moral compass and have the ability to listen to what people need, clearly articulate and make a good case in groups of decision makers.
