To maintain City of Paramount public safety; gang prevention, youth/afterschool programs; neighborhood Sheriff patrols; protect local clean drinking water supplies; address homelessness; repair streets/potholes; maintain storm drains/prevent flooding; clean up illegal dumping; make public areas safe/clean, and keep local sales tax revenue in Paramount supporting general services; shall the City of Paramount adopt an ordinance establishing a ¾ ¢ sales tax providing approximately $4,500,000 annually, subject to annual independent audits?

Paramount Public Safety/Local Control Measure Y

The City of Paramount's sales tax rate is currently at 9.5% while Los Angeles County's maximum sales tax rate is at 10.25%. The Paramount City Council will submit to the voters the question of whether to approve a measure establishing a general transactions and use (sales) tax increase of three-quarters percent (0.75%). The maximum sales tax increase that the City could seek without obtaining a legislative exemption is 0.75%, thereby increasing the effective sales tax rate in Paramount to 10.25%.

Measure could assist in:
-  Maintaining levels of public safety, including Sheriff patrols and school safety officers
-  Repairing streets, sidewalks and potholes
-  Addressing homelessness in the City
-  Preventing cuts to after school programs to youth violence prevention
-  Maintaining programs for local seniors such as healthy lunches, meals-on-wheels and senior support services
-  Keeping parks and other public areas safe and clean
-  Maintaining programs to attract new businesses and restaurants
-  Provide general municipal services

Measure Y contains fiscal oversight and accountability safeguards such as mandatory annual independent financial audits and the posting of such audit on the City's website.

Article 13C of the California Constitution and Section 7285.9 of the California Revenue and Taxation Code requires no local government may impose, extend, or increase a general tax unless and until that tax is proposed by a 2/3 vote of the governing body and submitted to the electorate and approved by a majority of voters. 

Measure Y was placed on the ballot by the Paramount City Council on November 5, 2019 by Resolution No. 19:042 and approved by (2/3) vote of the Paramount City Council. 

 

A "YES" vote approves increasing the sales tax by 0.75%. A "NO" vote disapproves the increase.

Arguments FOR

Paramount is a great place to live. Measure Y will ensure it stays that way.

Vote YES on Measure Y to provide secure, local funding for public safety and other essential services to improve quality of life and maintain long-term financial stability in Paramount.

Paramount's public safety programs and investment in local businesses and its residents have helped reduce crime and unemployment rates, increase the value of local homes and improve high school graduation and college acceptance rates.

The complete remodeling of the Downtown, expansion and remodeling of Dills Park and creation of Salud Park are just a few examples of Paramount's vision to maintain and improve the quality of life for its residents.

Measure Y provides long-term locally controlled funds for Paramount and expands on recent improvements in public safety while also protecting essential community services. By law, no money can be taken away by the State or County.

Vote YES for a safer, better Paramount:
-  Maintain levels of public safety, including Sheriff's patrols and school safety officers
-  Repair streets, sidewalks and potholes
-  Address homelessness
-  Avoid cuts to youth violence prevention and after-school programs
-  Keep parks and other public areas safe and clean
-  Maintain storm drains to prevent flooding
-  Protect local programs for seniors

Measure Y has tough accountability requirements to protect taxpayers.

All funds from the measure will be used locally for city services, subject to independent financial audits.

Measure Y will secure funding that can't be taken by the State and will be dedicated to the important local services that make an impact in Paramount–that means local control over local funds for local needs.
