The City of Avalon Municipal Code (AMC §5-20.040) currently permits one (1) medical cannabis-only delivery-only service to operate within the City, subject to State and City operating regulations. The Municipal Code authorizes the City Council at a future date to expand the number of permitted medical cannabis-only delivery-only services to two (2). Medical cannabis storefront operations (dispensaries) are currently prohibited. Further, all adult use/recreational cannabis businesses are prohibited, either storefront or delivery.

On October 15, 2019, the City Council voted to place Advisory Measure "F" on the March 3, 2020 general municipal election ballot. Advisory Measure "F" is for advisory purposes only and will not in any manner amend current City law or permit additional cannabis businesses to operate within the City. New cannabis businesses may only be permitted by future City Council ordinance or by a future binding measure approved by Avalon voters.

If enacted by a majority of Avalon voters, this Advisory Measure would advise the City Council that the voters desire to amend the Avalon Municipal Code in order to permit medical and adult use/recreational cannabis storefront businesses (dispensaries) to operate within the City. This is in addition to medical cannabis delivery-only services which are currently permitted under the Municipal Code. 

This Advisory Measure does not make a recommendation about adult use/recreational cannabis delivery services. A companion measure, Advisory Measure "E" is also on this ballot and seeks the voters' opinion regarding adult use/recreational cannabis delivery services within the City.

A "yes" vote on Advisory Measure "F" will recommend that medical and adult use/recreational cannabis storefront businesses (dispensaries) be permitted to operate within the City.

A "no" vote on Advisory Measure "F" will not recommend that medical and adult use/recreational cannabis storefront businesses (dispensaries) be permitted to operate within the City.
