Mónica was raised in a working-class neighborhood in East LA. The family later bought a home in Montebello where Mónica lived through High School before leaving for UC Berkeley where she graduated with a B.A degree in Chicano Studies and Political Science. She earned her Master’s in Social Work from the University of Southern California.
Mónica’s path to success was not easy. While her and her four brothers and sisters grew up in a warm family and great neighborhood, Mónica always felt a sense of service. It was understandable given the isolated working-class Latino neighborhood that has been historically left out of economic and political power in Los Angeles. “We were happy. We lived near our grandparents and extended family, our neighbors were great, and our community was close. We stayed out of trouble and we were a curious and involved bunch,” Mónica recalls.
Mónica got her master’s degree while working as an Academic Advisor in South Los Angeles at Foshay Learning Center and Edison Middle School during her six-year tenure with Volunteers of America’s Educational Talent Search Program. It was in those communities where she saw the parallels between her own community and the African American students.
In 2006 Mónica won a seat on the Los Angeles Unified School Board and became the third Latina to serve on the Board. Since her election in June 2006, Ms. García has successfully championed school reform models that offer students smaller, more personalized settings and give school sites the autonomy they need. García led the campaign to pass a $28 billion school bond, the largest in US history. Her efforts put into motion the construction of 131 new schools adding over 180,000 new seats for students creating over 350,000 well paid construction jobs.

Mónica galvanized the LAUSD school community to take aggressive action to reach 100% graduation.

Mónica increased accountability by spearheading the development of School Report Cards, which are now distributed each year to every parent in the District.

Mónica led the adoption of a new policy to guarantee every student access to a college-Prep curriculum.

Additionally, Ms. García has authored School Discipline policies, restorative justice techniques, and more that reduced suspension rates and increased learning time.
Mónica brings her unmatched work ethic and drive to the City of Los Angeles in a bid for City Council District 14. If elected Mónica will be the first Latina council member ever in the 14th council district.
