Biography

Josephine (Jo) Lucey has been a Bay Area Resident for 36 years. A Stanford University graduate with a master’s degree in Mechanical Engineering, she spent twenty years in the aerospace industry as a technical contributor and as a member of senior management. As Regional Director for Scitor Corporation her responsibilities included management of ongoing contracts and the acquisition of new business in the northern California region. Jo was proud to be the recipient of the Silver Snoopy Award for personal achievement from the crew of space shuttle.

She and her husband raised two children who graduated from Cupertino district schools. An active volunteer in both the schools and the community, she volunteered at her children’s school walk-a-thon, library, classroom, PTA, and foundation as well as in Little League and girls’ softball. She regularly volunteers at the Julian Street Inn. Since retiring, Jo has further committed herself to supporting education and schools as a Board member of the Cupertino Union School District.

Jo has been a member of the board of education for the Cupertino Union School District since 2001, serving as president, vice president, and clerk.  Fifteen years of service on the board have given her a strong understanding of the district organization, budget, curriculum, and long term needs.  Under her leadership, as CUSD enrollment increased, the district was prepared with Bond revenue to add needed classrooms.  During the recession CUSD maintained smaller class sizes and avoided employee layoffs.  As CUSD transitioned to the new state standards, pathways were developed to ensure CUSD students still had the ability to take algebra or geometry in the 8th grade.

She has held various leadership roles in both the local and state educational community including president of the California School Boards Association, president of the Santa Clara County School Boards Association, and as chairperson of the Santa Clara County Committee on School District Organization. As president of CSBA, she visited school districts across the state and used that experience to advocate in Sacramento for public education policy issues to benefit students both locally and statewide.

She has been very active in bond and parcel tax campaigns for her elementary and high school district, seeking to leverage local dollars for local schools by serving in various capacities – campaign co-chair, fundraising chair, treasurer, and endorsement chair – for 3 parcel tax and 2 bond campaigns. She has also served on key district advisory committees including strategic planning, budget, math, and funding equity.

Raised in a family of educators, she has been a strong advocate for public education believing that public schools are the cornerstone of our communities and that public education is a fundamental component of our American democracy.
