First and foremost, I would like to wholeheartedly thank you for electing me as your City Clerk in 2012. As a lifelong resident of Oceanside, it is an honor to serve as your representative at City Hall.
As your City Clerk, I lead a department that serves as Oceanside's source for informational, historical, legislative and election services. It is my daily goal that we provide these services with integrity, accuracy and independence.
That is why I work tirelessly to assure that you are receiving the highest quality of service possible from my department.
It is of utmost importance that I fulfill my fiduciary responsibility to you by managing my department in a fiscally responsible manner. That is why I have championed taxpayer interests while serving as your City Clerk. I have balanced my department's budget and have drawn from my experience managing a business in the private sector to carefully craft a conservative financial management plan for every aspect of my department’s monetary allocations.
Since being sworn-in as your City Clerk, I have set out to structure the City Clerk Department in a way that accurately reflects the interests of our diverse community. While simultaneously utilizing the most cost-effective, technologically-advanced tools available to us.
In employing these strategies, we have been able to make great strides within our department. We have streamlined city services and saved taxpayer dollars by doing what we sought out to do when we first began this effort four years ago.
Here is a list of our key accomplishments:
1. We cut spending and balanced our budget
2. We brought transparency and open government to Oceanside with Net File
3. We gave Oceanside residents a louder voice through Electronic Public Input\
4. We caught our City Council Meeting Minutes up-to-date
5. We developed an Intranet Document Search Engine for greater access to public records
6. We established a Public-Private Partnership with KOCT for Voter Engagement
7. We created a Public-Records Request Database
8. We conducted Civic Outreach and compiled a PSA Campaign for City Commissions
9. We Preserved Public Art
10. We Digitized City Documents
These are only a few of the accomplishments that we have been able to achieve since I became your City Clerk. There is more work to be done and the next reform that I would like to bring to the City of Oceanside is Enterprise Content Management. This business-practice will transform the way in which the City conducts its business and will enable all City Departments to be more transparent, efficient and cost effective.
I would be honored to continue to lead our department and our city forward in a positive, productive and prosperous direction. That is why I am here to ask for your vote. I solemnly swear that I will continue to work tirelessly as your City Clerk and do my best to lead my department in a way that saves your taxpayer dollars while making our government smaller, simpler and more streamlined than ever before.
Please let me know if there is anything else that I can be doing to best serve your interests as your City Clerk. I look forward to hearing from you soon and I hope that you have a blessed remainder of your day.
Sincerely,
Zack Beck
