To protect the City of Marina from development in current open space areas north of the City limits and along its coast, and to encourage efficient development in central Marina and within Marina's portion of former Fort Ord, shall an ordinance be adopted extending the expiration date of the Marina Urban Growth Boundary Initiative to December 31, 2040?
