My Top 3 Priorities

  • Modernize Governance: Institute term limits, transition from at-large to neighborhood-based district elections, expand board membership accordingly – all in pursuit of enhanced local control and accountability.
  • Ratify Charter. Focus BCHD on resident needs first. Solicit a direct public vote on the mission/charter changes from original South Bay Hospital District (renamed BCHD) voter authorization.
  • Transform Vision. Investigate land uses other than mere revenue generation. Explore organizational directions that facilitate more state and federal revenue. Consider fully transforming into a locally controlled public health department.

Biography

A long-term South Bay resident, I have lived in Redondo Beach since 1980, with a 6 year sojourn in Torrance.  Prior to retirement, I was employed by Boeing, and The Aerospace Corporation. I am an active sailor and certified sailing instructor, and enjoy skiing. I hail originally from the Midwest, with a nine year college stint in Massachusetts

I bring fresh, evidence-based, common sense thinking to BCHD. I am accomplished in both staff and line management, and can clearly distinguish between the interests of the Beach Cities public and the desires of the public employees that the Board oversees. I am committed to enhancing quality-of-life for Beach Cities residents through making their expressed needs come first.

My diverse management and engineering accomplishments blend system and business considerations across multiple functions. In these roles, I gained key skills in handling the unique cultural challenges inherent to both government and industry bureaucracies. I am known as an innovative problem solver, with ability to understand details without losing sight of the big picture.

I retired at the end of 2019, and have engaged in community involvement with Redondo Beach and BCHD (as an appointed Properties Committee Advisor) as well as serving on the board of my homeowner’s association.  Over a 35 year Boeing career, I held various engineering and management leadership positions. Prior to Boeing, where I was honored as a Technical Fellow, I was a project engineer at The Aerospace Corporation.

Political Beliefs

Political Philosophy

·       I am a political independent.  I prefer facts and reasoning over rhetoric.  I understand that fiduciary duty is owed to the taxpayers, and that change is a necessary part of positive growth.

·       I believe firmly in local democratic control of government at the lowest feasible level.  BCHD is owned by the Beach Cities residents, and all of its activities should reflect a resident focus. I hold true to the principle that the purpose of local government is to serve the residents first.

·       I believe that the board should reflect the voice of the people, and should make every effort to hear that voice. I trust the voters to be the best judge of their own priorities, best expressed by a direct public vote on major policy directions. I recognize that transparency, accountability, and responsiveness are the hallmarks of good governance. I view at-at-large (versus district) elections as contrary to that goal.

·       I realize that the Board must ensure that policy reflects voter desires, and that the board has a duty of due diligence in ensuring that BCHD staff faithfully focuses on following that resident-centric policy.
