DIRECTOR

William “Bill” Moorhead, P.E.

I was elected Director of the Moulton Niguel Water District Board in 2018. As current Moulton Niguel Water District Director, my focus has been on issues associated with our infrastructure, interagency relationships and maintaining low monthly bills.

Qualifications

  • Currently a MNWD Director

  • Principal Water Engineer for City of Anaheim, retired

  • Registered Civil Engineer

  • Master’s Degree in Civil/Environmental Engineering

  • Certified at highest level in water and wastewater operations

  • 46 years’ experience in water, wastewater operations, engineering, water quality and public policy

  • MNWD customer for 29 years

As Director

  • Improved our emergency leak response procedures

  • Facilitated more frequent infrastructure investigations and priorities

  • Approved budgets that prepared the District for future infrastructure repairs and upgrades

  • Engaged District customers through Chamber of Commerce presentations and interaction

  • Used my background in wastewater to focus on our wastewater and reuse operations

  • Approved rate structure that avoids spikes in cost to our customers

Meet Bill Moorhead​

I was born in Maryland and raised in Gettysburg, Pennsylvania, from age three until I went away to college. My father was a math professor at Gettysburg College. My mother was a musician (piano teacher/church organist). I studied advanced biology in high school, which led me to a biology major at Washington and Jefferson College in Western Pennsylvania.

After college, I worked for five years at a municipality outside of Pittsburgh. I started as a laboratory technician and then grew into wastewater operations and water operations. As a manager I also fixed main breaks and unplugged sewer manholes, cleaned sewer lines and installed water mains. I came to California and worked as a treatment supervisor for Santa Barbara’s wastewater treatment plant for five years. I then worked for a consulting firm in Orange County for fifteen years as an engineer in water and wastewater operations consulting. 

I went back to school and worked on a master’s degree at Loyola Marymount University in civil engineering and environmental engineering. By this time, in addition to attending school, I obtained a professional engineering license (P.E.). I also attained licensing at the highest levels in wastewater operations, water operations, wastewater collections maintenance and third highest level in water distribution maintenance, second highest level in laboratory technician. 

During my career I’ve held various high level positions in the California Water Environment Association and Orange County Water Association, and am currently a board member of the Lake Mission Viejo Association. I've served as elected Director on the Moulton Niguel Water District Board since 2018.

But one of my proudest accomplishments is being father to an amazing daughter and husband to a wonderful woman.​
