Thank you for the opportunity to serve as your representative in the State Capitol. The Legislature is a very polarized place when political parties and special interests push elected leaders into corners and demand 100% allegiance to their interests. This is unhealthy and unproductive. I have promoted 10 governing principles in my service in the Senate. They form the basis for my vote and representation. They are:

  1. Represent the people of our Senate district, not political parties or special interests.
  2. Maintain a balanced budget to allow government to help people and people to have confidence in government.
  3. Pursue bipartisan decisions. They are always better and long lasting.
  4. Emphasize education as the gateway to opportunity and prosperity.
  5. Work hard to set priorities and hold the line on taxes
  6. Incorporate environmental protection as a part of every decision.
  7. Empower local decision-making rather than state mandates. It is more responsive and trustworthy.
  8. Advance accountability and efficiency with every government program.
  9. Promote civility and respect for all people and perspectives.
  10. Conduct myself always with honesty and integrity.

We won’t agree on every issue but I hope you understand how I go about representing you in the legislature. There is more info about me at GlazerforSenate.com Thank you for your consideration. Sincerely, Senator Steve Glazer

1.
Drought

Climate changes and the continuing drought worry many in California. What new strategies do you believe would ensure that California is able to both satisfy its water needs and protect the environment? Please be specific.

Respuesta de Joseph Alexander Rubay:

Expand the Los Vaqueros Reservoir in eastern Contra Costa County (Located in State Senate District 7).    I support this project 100 %.   It has great benifits to the states water shortage problems and has minimal effects on the enviroment.

2.
Fiscal Priorities

What are your top three fiscal priorities, recognizing the need to balance the state’s income with its spending?

Respuesta de Joseph Alexander Rubay:

1.  Schools,  Elementary through State Univerities.    Our education system is our best investment in our future.

2.  Roads ,  Highways and Bridges, must be made safe and ready for the future growth of our state.

3.  Water  storage and securing the Delta levees.    Expanding Los Vaqueros Reservoir.

3.
High Cost of Living

If elected, what solutions do you propose to deal with the high cost of living in the Bay Area?

Respuesta de Joseph Alexander Rubay:

Repeal of the  Renewable Energy Mandates,  that mandate some percent of the state's electricty be generated from renewable sourecs .  Since most  renewable energy sources are not at this time cost effective, the result is higher prices for consumers.   Overall the state should strive to reduce regulation and promote competition.

4.
Minimum Wage

There are a variety of proposals to raise California's minimum wage. Many of these proposals face opposition from business groups who are concerned that they would kill jobs. Do you support increasing the minimum wage in California?  In your answer please explain your position on the relationship between wages and jobs with specific reference to the situation in your district.

Respuesta de Joseph Alexander Rubay:

No,  I do not support increasing the minium wage.    The government should not impose wage hikes on the free market.    As wages are forced to be increased ,  businesses will hire less people and rely more on automation.    Increasing the minimum wage also increases the cost of goods and services which increases everyone's cost of living.

5.
Money in Politics

Many Californians are concerned about the influence of money in politics. What can the state legislature do to ensure that decision-making by elected officials is not swayed by moneyed interests at the expense of constituents?

Respuesta de Joseph Alexander Rubay:

We should insist on complete tansparency regarding the funding of campaings.    We should work to elimante outside spending committes ( PACs) or at least shine a bright light on their activities.

6.
Traffic Congestion

What steps are needed to improve region-wide transportation planning and the growing traffic congestion?

Respuesta de Joseph Alexander Rubay:

Encouraging,  approving and planning for the establishment of more "Satellite Offices" both for employers and service providers like doctors, dentists, lawyers and accountants.

When employers and service providers are closer to where people live, then people can make use of other forms of transportation, like GEM vehicles (small electric vehicles), electric scooters (i.e. GenZe scooter) and bicylces.

My political philiosophy can be summed up as the following :   Fiscally conservative and socially moderate.   I think the smaller the government the better the government.

I’m running for State Senate District 7 in California because for too long we have been represented by the same group of people in the legislature who do not represent the interests of all the people in this district. For to long our leaders in the legislature have been distracted by issues of no benefit to the people of this district. I am a leader who will work to change that.

The California economy is a tale of two economies. One educated and well off, enjoying the advantages of a high income and upward mobility, the other struggling to make ends meet in a service economy which seems like an endless race to the bottom of the economic ladder.

I put myself before you as a candidate who will work to create ladders of success for our young and underemployed workers by working to improve the skill sets of our workforces. I will partner with local leaders to attract companies to our communities to bring good paying jobs.

Government cannot create prosperity. But Government can set the framework for people to be empowered to act in their own self interest to create great communities.

If you elect me to this office I promise you that I will work as a tireless advocate for the people of this district. I will relentlessly pursue your interests and will not be swayed by the political winds of the moment.
