Scott earned his undergraduate degree from Duke University and worked as an economist for the United States Environmental Protection Agency before attending New York University School of Law. He and his wife of 30 years, Lynn, are 27-year residents of the 52nd District. They live in La Jolla and have a daughter and son.

Named one of America's Most Independent Lawmakers by Congressional Quarterly, I have a record of solving problems, working with both political parties to achieve commonsense solutions and get things done.

Fixing a broken Congress: I helped pass a 'No Budget No Pay' bill to withhold Congress' pay if they don't do their jobs. I voted to stop Congress from giving themselves a raise.

Keeping America safe, keeping promises to veterans: I’m fighting to close loopholes in gun purchase background check laws to keep criminals and terrorists from getting guns, and I helped pass an increased defense budget to combat terrorism. I believe it's immoral and unpatriotic that veterans wait months for healthcare they've earned. I helped pass laws that get more services for veterans’ mental health and reduce wait times, and I launched a program to get veterans jobs.

Standing up for women: I’m the only pro-choice candidate, endorsed by Planned Parenthood.

Education to strengthen the middle class: I helped pass a bipartisan law to lower student loan interest rates to ease the college debt families face after graduation.

Creating jobs through research, cutting red tape: National Biotech Legislator of the Year for helping secure billions more dollars of investment in scientific research for our universities and research institutions that create thousands of jobs of the future. I introduced a law to reduce tax paperwork for small businesses.

DENISE GITSHAM
Small Business Owner

Denise Gitsham is a small business owner working to promote San Diego’s innovation economy and create good-paying jobs.

The only child of immigrants, Denise’s parents instilled in her the value of education. A product of public schools, she is committed to eliminating the disparities in public education.

Denise was born and raised in California and graduated Georgetown University Law Center. She worked in the White House and U.S. Department of Justice, with a focus on national security and anti-terrorism.

She moved home to San Diego to join a clean-tech company, developing alternative biofuels that will reduce our reliance on foreign oil. She was so impressed by what she saw that she launched her own small business to promote these amazing companies.

Denise is running for Congress because she cares deeply about San Diego and the future of our families. As our representative in Congress, she will: Work to help small businesses grow and create good-paying jobs for our families. Strengthen our national security to keep us safe from terrorism, Support our veterans in a manner worthy of their sacrifices, Reform education and return control to local districts, putting dollars in the classroom rather than in the hands of Washington bureaucrats.
