I am 37 years old, athletic my entire life.  Very competitive and love to read.  I have a Social Science degree and have a strong background in finance and accounting.

The Federal Government plays a part in California water allocation and use through a variety of projects and laws.  What, if any, new programs or projects or reforms to existing programs and projects would you support in an effort to handle water shortages caused by the current and any future drought?
Answer from Karla Black:

I would argue that the water shortages are not caused by drought in our state, but rather by poor policies and leadership in government. 

An inch of rain fall can generate a couple billion gallons of runoff, this water can be captured then treated and reused for a later date with public and/or private cisterns and building the proper infrastructure to house water in resevoirs.  Providing fire protection, irrigation, drinking water while saving money and electricity.  This is where investments need to be made. 

Should immigration laws be changed?  What changes would you support?  Please explain why.
Answer from Karla Black:

Our immigration laws do not need to be changed, they need to be ENFORCED. The current administration undermines our immigration laws and states like California create national security risks by allowing the harboring of immigrants who migrant here illegally, putting our country and neighborhoods at risk.  

As Congress Member what, if any, policies or legislation would you support to preserve democracy for all US residents?
Answer from Karla Black:

Less government intervention into our daily lives. I will always vote in favor of 1st and 2nd amendment protections, because these two set our country apart from the rest of the world.  They are what ensures a democracy, for now.  I will do my best to work on a bipartisan basis and am committed to finding common ground.

What legislation, if any, would you support to reduce American greenhouse gas production?  Please explain the reasons for your position.
Answer from Karla Black:

We need thorough and in-depth studies using scientific facts only when considering the impacts of greenhouse gases.  I think there are smarter ways we can reduce pollution and having cleaner air, water and land; this is perfectly within our reach as a nation.  There is a solution without destroying the American economy and massive job losses.
