The Federal Government plays a part in California water allocation and use through a variety of projects and laws.  What, if any, new programs or projects or reforms to existing programs and projects would you support in an effort to handle water shortages caused by the current and any future drought?
Answer from Dalila Epperson:

We do not have a drought problem. We have a DAM MANAGEMENT problem. We have dams that were built and not one drop of water went to farmers. We have dams that are not maintained so that if they are more than half full they must be emptied into the ocean. How ridiculous is this? In Israel, bascially a county in a desert, they do water de-sal plants and are extremely successful. If our taxes for the dams went to actually take care of the dams, and we had atleast one de-sal plant up and running, we would have no problem what so ever with low rain seasons. 

My policies would be to make sure all monies went to fix dams, and bring the water to our farmers and our neighborhoods where they are most needed. I would sponsor a bill for monies toward a de-sal plant as well. 

California would then never have a "drought" problem again.

Should immigration laws be changed?  What changes would you support?  Please explain why.
Answer from Dalila Epperson:

Biden continues to deny a requests from governors, like the one from Governor Abbott (named best Governor in the USA in 2020) to declare the Southern Border a FEMA Disaster. That request is usually routine for a President to acknowledge disaster conditions where numerous lives or property have been lost or continue to be endangered. In fact, most such declarations occur when several lives are lost, and moderate amounts of danger persist, along with moderate property damage. In the case of the Southern Border, far more murders and deaths occur on an ongoing basis, along with extensive ongoing property damage for thousands of ranchers and border cities, and exceptional levels of disease transmission (over 400,000 active covid cases released from Mexico in the first year of Biden presidency). This is not to mention the fact that about 300,000 young women will have been raped or sex trafficked this year, during their journey or at the border or after entry. And also not to mention the cartels have been given free rein at the border and into the interior, bringing fentanyl that will kill 105,000 US citizens this year. What aspect of the term “Disaster” does Biden not understand?

We do not need more laws or changes, we simply need to secure our Border and adhere to Immigration Laws that are already in place. If we do, we will have legal immigrants that come here to America, as we or our ancestors once did, to work, find opportunities, and contribute to Society as an American Citizen.

As Congress Member what, if any, policies or legislation would you support to preserve democracy for all US residents?
Answer from Dalila Epperson:

I am a Constitutional Candidate. Our founding fathers knew what they were doing when the drew up that historical paper for our Republic. Policies that are in sync with the Constitution, such as freedom to live life without Government interference, will always be my priority. I will oppose all legislation that does not align with the Constitution as well. For example, the AB 2223 bill in California Assembly that just passed allows for all born babies to be killed or left to die up to 28 days AFTER birth. But the Constitution states that ALL individuals have the Constitutionally protected right to Life, Liberty, and the Pursuit of Happiness. So once you are born, you are a person and you are protected. Hence AB 2223 is Infanticide and is Unconstitutional. 

Democracy must be protected and in order for us to retain our freedoms from the over reach of governments and governmental bodies.

Gun Rights are a must for American Citizens who are not mentally ill or a felon. Without gun rights, Government overreach is much more ominous.

Our military must be strong so that we as a nation can not be taken advantage of, or worse, one day invaded.

Our police must be fully funded and supported so that our streets are not run by gangs and our neighborhood and businesses ransacked. Crime is up while our police got defunded.

Parents rights are trying to be stripped away from their children simply because the Teachers Unions deem any child that attends school their property to teach them what they deem without the consent of parents. This was evident in Critical Race Theory and the Radical Sex Education where the parent was not allowed to see the curriculum or opt their children out. And where the Biden Admin asked for the parents to be termed Domestic Terrorists for attending schoolboard meetings to voice their outrage at said curriculums when they did finally get ahold of it.I've been going to schoolboard meetings since last June 2021. I am up to date on all that's been occuring with parents' rights. 

Election Integrity / We MUST have Voter ID. 

Energy Independence so that we are not reliant on other countries to exist as a free nation.

What legislation, if any, would you support to reduce American greenhouse gas production?  Please explain the reasons for your position.
Answer from Dalila Epperson:

The air pollution report card was just published by the US EPA for Biden’s first year. His energy policies hardly led to “green” results. The US posted its worst pollution emissions in history, with the most toxic of pollutants, sulfur dioxide, increasing a whopping 20%. Carbon dioxide and oxides of nitrogen also increased. Why? Strangling production of the cleanest fossil fuel, natural gas, led to massive increases in coal burning. We need to support nuclear power, natural gas along with other renewables. Note that Newsom likes to brag that he has closed down most coal burning, but he merely imports coal burning power conducted on tribal lands in other states. Wind farms often endanger indigenous peoples' way of life. In Norway, massive wind farms disrupted the traditional subsistence of the Sami people. The Supreme Court of Norway ruled that the wind farms are causing severe damage to the Sami, and ordered the 20 story high turbines to be taken down. The principal cause of action was wind turbines damaging reindeer herds and resulting harm to the Sami from absence of reindeer from their lands. Unfortunately, the wind industry has refused to comply with the Supreme Court order, and damage continues to the reindeer and to the Sami people. Numerous American tribes are also being threatened by wind energy expansion. The U.S. Government has been a prime offender in California, Massachusetts and other states. The funny thing is that the main stream media ignores these issues, since it is an inconvenient truth for “green energy”.

Our one CA nuclear plant is going to be shut in 2025, says Newsom. Nuclear energy is the cleanest energy any state or country can have. It works for all other countries who use it such as France. Why are we trying to use windmills and toxic sun panels that put arsenic in our soil during every rainfall, that cannot be recycled? 

“Electric vehicles actually are high polluters”, Santa Cruz Sentinel—February 18, 2022

Electric vehicles are the highest polluting of all vehicle types. Those promoting electric cars fail to mention that the electricity itself is generated with a large fraction of fossil fuel combustion. But the bigger problem is that an electric vehicle battery can produce more than 17 tons of carbon dioxide in its manufacture. Thus, the electric car must be driven for nine years before it begins to pay back the carbon needed for its battery production compared to a simple hybrid vehicle. That payback equation does not even consider the carbon costs of mining the lithium and toxic metals in the electric battery, or that there is no available recycling mechanism for the lithium ion battery used in electric cars.

So again I go back to: We must be Energy Independent! We will again be clean aired America.
