2.      Protecting Religious Freedom.  I would protect the 1rst Amendment Right to Freedom of Religion and oppose any legislation restricting the practice of or trampling on the rights of those practicing their religions.  There is legislation out there that supports removing the church’s tax exemption if they get involved with politics.  A church teaches values from the bible or whatever the religions book uses.  These values are taught in a way to be used in everyday life and how to evaluate situations.  It should also include how to evaluate legislation in terms of the church’s values.  A church’s tax exemption should not be put at risk because they compare values and policies.  I oppose H.R.5 - Equality Act https://www.congress.gov/bill/116th-congress/house-bill/5/text

If a bill like this ever passes in California, I would help press this case to the Supreme Court to strike it down as no government is to create a law that infringes on our 1rst amendment right to freedom of religion.

4.       I am against transgender girls or (actual boys) competing with girls in competitions in school.  If there are different genders as we are being told.  Shouldn’t they compete separately in their own gender-based group like boys and girls do? I am also opposed to boys and girls sharing the same shower rooms together. 

Cost of Living in California:

Building Permits and Housing:

I want to work with California to make it easier for builders to get permits to build smaller lower income housing.  We need more low-income housing across the state.  This is one of the largest reasons for our homelessness problems.  People just can’t afford the rent or to own.  Builders make more money on building bigger more expensive houses too.  Clearly there is a solution to fix this problem.  A market in equilibrium in term of supply and demand of housing will cost significantly less than what Californians are paying now. 

We also need that low-income housing to be owner occupied, meaning the person who lives in these homes owns them.  Owners tend to treat the property better than someone who rents.  It also gives pride and accomplishment to the owner as well.  We need more affordable housing so more people can get their start owning and building wealth.  For California I recommend a big tax incentive for builders who not only build low income housing but sell over 90% as owner occupied.  I think other incentives can be built into this program as well. Maybe easier permitting or getting points in a bid for public projects.  On a federal level I think we can work with FHA on finding financing options for buyers of these types of properties.

State Taxes: 

We have the highest income taxes and gas taxes in the country.  The total we spend on property taxes are pretty high as well.  We need to push the state to lower these taxes and not add new ones.  There are quite a few on the table including water tax, health insurance tax for those without health insurance,

The local and state goverments need to keep the budgit to what the current tax formula receives, not just raise the taxes to cover all the pet projects they want to start to get re-elected.

Homelessness:

There are many different types of Homelessness out there.  We need to address each of these types to effectively end or greatly reduce this problem.  The solutions can come from Federal, State, and local government or a combination of all three working together to solve this growing crisis. 

A.       Homeless Veterans

B.      Homeless Young Adults who come straight from Foster Care without being financially ready to move forward

C.      Homeless people due to life events such as job loss, illness, divorce, business bankruptcy and others.

D.     Illegal Immigrants and other Criminals who cannot get housing without getting caught and imprisoned or deported,

E.      Drug Addicts or mentally ill people who need to be in an institution getting the care they need. 

By working to lower the cost of housing will make it easier for many of the homeless people be able to afford a place to live.  There will still be more to do. 

Cost of College Education:

The cost of college is high for 2 reasons.  1).  The government will guarantee a student loan up to a certain dollar amount and 2).  Federally Insured Student Loans can’t be discharged in Bankruptcy.  This gives lenders a free reign to lend up to the limits with no repercussions and it also allows colleges to charge as close to the top range of the loan limits as possible.  And due to the high number of students attending college they can charge even more at some schools. 

I believe we need to investigate lowering the limits the government will guarantee and let lenders assume some of the risk on these loans. and develop programs promoting Community Colleges, Tech and Trade Schools, Apprenticeships, and Mentorship Programs from companies as alternatives to college.  (It looks like we need to pass legislation to allow these programs to occur at any pay rate the mentor/ internship provider decides to offer.  The Dems are trying to pass legislation requiring 15 per hour for this type of training.  In a lot of cases the amount the mentor is willing to pay is 0 or a small bonus at the end of the internship).  When there are fewer students needing to go to college because they can go elsewhere, colleges will have to lower the tuition to be able to compete for more students.

Health Care: 

            To reduce the cost of healthcare, I support making costs transparent so consumers have the ability to shop for services whenever they can.  I also support working to bring down the costs of prescription drugs making them more affordable.  I support keeping pre-existing conditions on all health insurance polies.  I do believe we should work with healthcare where-ever possible to find strategies and outdated regulations to help reduce the cost of healthcare. I do not agree with taxpayers paying for ( undocumented ) to get free healthcare.

Family Safety and Security:

2^nd Amendment Rights:

I support your right to own a gun and will not support any legislation to take those rights away from you.  I am ok with legislation to ensure a background check is completed before you can buy a gun.  I also feel that you should be given a full denial letter as to why you are denied and if possible, what you can do to remedy the denial so you can be approved.  In some cases, people should never be approved to own a gun.

US Military:

I support the US military and their veterans.  I am a disabled veteran myself.  I will work to see that they have all the care they need and funding to ensure a world leading strong military force.  Including Space Force which is a new branch of the military. 

Immigration:

I support an immigration policy that makes it easier to let the good people in who want to work to better their lives for their families and makes it harder for the bad ones who drug smuggle, child traffic, assault women, coyotes and more. 

DACA: 

I support a pathway to citizenship once we seal up the border and can control the flow of immigration into this country and we overhaul the immigration policy.  I do not think these children should be sent back to their home country at this point in their lives but I also don’t think this is a practice we should continue and the only way to ensure this is by sealing the border and keeping illegal immigration to a bare minimum.

Sanctuary Cities and States:

I oppose Sanctuary Cities or Sanctuary States.  This allows more undocumented people to live here illegally without background checks, without vaccinations, are illegal immigrants bringing diseases with them? Without knowing who these people are, and without the ability to easily track them down.  Those reasons make Sanctuary Cities a more dangerous place for families.  I support measures that keep people safe.

Homelessness throughout Orange County continues to be a growing concern for everyone. It affects the lives of those individuals, families, seniors, and Veterans who are homeless including the neighborhoods and communities in every City and unincorporated areas of Orange County. The question is, “What can we do to solve homelessness?” The question is not easily answered and many individuals, organizations, government agencies, and Orange County leaders are continuing to work to find the answer.

In Stanton we started addressing homelessness about eight years ago when our City Council and staff saw a growth trend moving across the County. Our solution has grown from a simple beginning to one of the best programs in among all our neighboring cities.

Today, Stanton has taken the lead in providing help to those in need while also working to enforce our local laws and ordinances. Recently, the City Council passed a new no-trespassing ordinance that will stand up in court. As most of us know the courts are no friend of local communities trying to control the transient people that break our laws.

Under the ordinance, private property owners can now call our local deputies to remove individuals or groups of individuals that are creating a health and safety issue on private property. These actions can be backed by our court system for the very first time as long as prosecution is by our own city attorney. This enables us not to have to rely on County or State Government who refuse to support local jurisdictions in their fight against crime.

Slowly we are able to take back control of our community in a small way and keep our neighborhood and businesses safe and secure for the residents of our town and those that visit Stanton.

We are still working side-by-side with three outstanding organizations, one of which is headquartered right here in Stanton. The Illumination Foundation, under its Director and Founder, Paul Leon and his regional staff are located adjacent to Stanton City Hall on Katella Avenue.

The Illumination Foundation, when it first opened its doors in Stanton, was perceived as a homeless shelter like a soup kitchen. In reality it was a center for homeless individuals to restart their lives with one-on-one counseling assistance. The center has aided displaced people throughout our community. The program follows through with its promise to help and make sure those that they help are successful in turning their lives around.

Partnering with City Net and 2-1-1 we have a well-rounded experienced group of agencies with years of experience with dealing with homelessness in Orange County to assist us. We also have a program that originated in Stanton several years called the Neighborhood Enhancement Task Force which is spearheaded by two of our Orange County Deputy Sheriffs who are dedicated to assisting the City’s Public Safety Team in working with the homeless in our community.

The homelessness program in Stanton has become a model for the entire county. Our town’s program helps relocate, educate and take care of the health needs of displaced families, individuals, seniors and Veterans. It also makes sure that all individuals obey the law and follow the rules and regulations of the City. Even with this strong enforcement element we are still able to help those in need and relocate them to a positive environment where they find jobs, shelter and a better way of life.

In addition, the Illumination Foundation has opened an Educational Center for kids in the Tina Pacific neighborhood. This facility provides a positive learning environment for our neighborhood kids and their families. It is also a center for food assistance and has its own working garden on site. It provides additional help to families throughout Stanton at no cost to the City. The Illumination Foundation Center, family resident house and Tina Pacific Project are supported and funded by private individuals and donations.

I want to give you some of my personal experiences in working in the homeless realm here in Stanton. First, I want to make it perfectly clear that despite all of our good efforts, over 95% of the transients in our town refuse help or to go to a shelter. They would rather continue their life on the streets without any responsibility for their actions.

The question is, Why? A number of these individuals or groups refuse to obey the law, some even being part of the 200,000 felons released by the State of California by a vote of the people. This has never made much sense to me. The rest of those that refuse help are either drug addicts or mentally ill individuals who are not being helped by either County or State Government and this burden has been placed squarely on the backs of our local taxpayers.

Here is a classic story that I am going to relate to you that happened over the holidays. I discovered a couple, lets call them Ken and Barbie, just to protect their identity. I found them with their two dogs camping behind a vacant building on Beach Blvd., next to the Tahiti Motel while I was showing a developer an area that needed renovation.

I asked Ken and Barbie if I could help them find a place to get off the street because it was in the middle of the rainstorm we had in December and the temperature was in the 40’s. They shared with me the following story.

They had just been evicted from the Tahiti Motel where they had been for the past several months until their money ran out. I later found out they were being charged $95 per night to stay at a minus 5-star motel. Needless to say, it was going to be difficult to relocate them since Christmas was in two days and everything was closing down, including most agencies that assist the homeless.

Fortunately, I was able to get help from one of our local Churches who had vouchers for another minus 5-star motel at Garden Grove at Beach for only $65 per night. Before I could Ken and Barbie relocated, I had to transport two shopping carts full of the possessions and dogs to a secure location to store their items. Finally, three hours later after visiting the Church, a storage facility, I along with a good Samaritan delivered Ken and Barbie and their two dogs to their new living arrangements.

This lasted four nights until they lost their room and were demoted to another room of lesser quality whose toilet was backed up and the carpet was simply old towels glued to the floor, but the rate was still $65 per night.

Ken and Barbie, I later found out, had a long history with many different homeless care agencies including City Net, The Salvation Army, and The Illumination Foundation. The reality was that Ken and Barbie story was another tragedy dealing with human nature.

Ken was 75 years old; Barbie was 72 years old and they were married 52 years. Ken was recently in the hospital with pneumonia and had a pacemaker put in a few months ago and suffers with dementia. His wife Barbie was the reason for them losing their spot at the Tahiti Motel because she was taking his Social Security check and buying crystal meth of which she was an addict.

I later found out that their ultimate goal was to find housing for seniors that were homeless, and they were offered permanent residence for only having to pay 30% of their income of which she refused because she needed the money for drugs.

There is a possible good ending to this story. Together with the Illumination Foundation Ken and Barbie are in a local motel waiting to be processed into a permanent housing facility as soon as their two dogs are spaded and Barbie agrees to undergo treatment and allow Ken to be in protective and recumbent care for his heart condition and dementia.

I hope this gives you a little insight into the reality of the world of the homeless in Orange County. This is just one example of the thousands of cases that are handled daily in Southern California.

California's homelessness crisis has become an epidemic throughout the state.

The problem of homelessness statewide is increasing with no solution in sight.

• In 2018, there were 129,972 homeless on any given night. 
• Ranks number 1 in US.
• Increase of more than 12 percent since 2015.

Among those who are homeless are:

• 10,836 homeless vets.
• 12,396 unaccompanied young adults (ages 18-24).

The problem of homelessness statewide has not seen any real improvement in years.

The size of California's homeless population is comparable to the populations of Visalia, Concord, Santa Clara or Thousand Oaks.

Experts in the field and homeless Californians report that joblessness and cost of living are top contributors to homelessness.

• According to one expert, the housing crisis is the homeless crisis.

Once homeless, the cost of rent is a major impediment to escaping homelessness.

Behind New York, the second and third largest homeless populations in the country are in Los Angeles County and the Bay Area, respectively.

Housing:

California simply hasn't built enough housing to keep up with population growth and many say that regulations need to be eased to spur more construction. 

According to The Wall Street Journal, "California hasn’t built enough apartments and homes to keep up with population growth, and many critics say local governments should ease regulations to spur more construction. Paying for outreach programs and new affordable housing simply isn’t enough to match decades of under-building, they say.” 

“'Our housing crisis is our homeless crisis,' Elise Buik, president and chief executive of the United Way of Greater Los Angeles, told (The New York Times). 'And we’ve got to get people to understand that.'”

Other Factors:

Job loss is the primary cause of homelessness, according to 26 percent of respondents in a survey conducted in San Francisco.

• 18 percent said alcohol or drugs.
• 13 percent said eviction.
• 12 percent said conflicts with friends or family who sheltered them.

And the number one reason why people can't escape homelessness in San Francisco? In a city where the average rent is nearly $3,700 a month for a one bedroom apartment, 63 percent of homeless people say the cost of rent was the top reason they couldn’t escape homelessness.

• Only 37 percent said it was because they had no income.

Student homelessness:

- In 2016-17, there were 246,296 homeless students over the course of the year (includes those doubled up or in shelters).

Origin: 

Majority of homeless in San Francisco come from San Francisco.

• 70 percent said they were living in SF when they became homeless.
• 55 percent said there were here for 10 years or more.
• Only six percent said less than a year.

This is in contrast to a ridiculous claim made by Gov. Gavin Newsom that the majority of homeless had come from Texas. 

Newsom's record on homelessness:

As Mayor of San Francisco, Gavin Newsom proclaimed he would solve the city's homelessness issue within 10 years.

• But 10 years and $1.5 billion later, the city had made no real progress on homelessness, the San Francisco Chronicle reported in 2014.
• In fact, many consider the problem to be worse. 
• Newsom won big headlines by announcing a $1 billion plan to fight homelessness statewide. 
• What will be different this time?

THEY FOUGHT THE LAW AND THE LAW LOST by David Shawver

Just as there was a decline of the Great Roman Empire, California and Orange County are moving in the same direction as we continue to not obey or enforce our own laws.

In my article today I hope to explain what is happening to local law enforcement as it is influenced by laws throughout California which the voters approved and their negative effect on our safety.

It all started with the passage of three key bills by the leaders of our State legislature who represent us and were voted into office by the populous and then were approved by the voters of California. You be the judge on whether or not those that govern made the right decision for all of us and if the voters made the right choice at the polls.

The first, Proposition 47 titled “The Safe Neighborhoods and Schools Act” which had a very deceptive title. The reality was that Proposition 47 implemented three broad changes to felony sentencing laws. First, it reclassified certain theft and drug possession offenses from felonies to misdemeanors.

Second, it authorizes defendants currently serving sentences for felony offenses that now qualified as misdemeanors under proposition 47 to petition courts for resentencing under the new misdemeanor provisions.

Third, it authorizes defendants who have completed their sentences for felony convictions that would have qualified as misdemeanors under the proposition to apply to reclassify those convictions to misdemeanors. Unfortunately, this did not make our neighborhoods any safer or protect our schools from drugs, it just made felonies a misdemeanor.

The reality is basically a majority of drug activity in our cities and neighborhoods are misdemeanors and not subject to arrest and conviction but are simply issued a misdemeanor ticket which very rarely is address by the courts.

If an individual in many cases is selling, buying or using drugs it falls into the category of a misdemeanor. No wonder there has been an increase in theft among all of our local cities in their neighborhoods. A person can easily steal to support their drug habit and not have to worry about being arrested and punished for their crimes of illegal drug use and robbery because these are misdemeanors and you get a ticket and the criminals are not held accountable.

In addition, to make things worse, if the theft is less than $950 it is also a just a misdemeanor and no one is held accountable. No wonder crime is up in Orange County and our local communities. Our local stores have even told their employees to let criminals go when the see them steal something from a store because they know the crime will not be addressed by the courts. This creates a lawless environment for both our business and residential communities.

The bottom line is all felony convictions resentenced or reclassified as misdemeanors under the proposition are considered misdemeanors for all purposes, except that such relief does not permit the person to own, possess, or have in his or her custody or control any firearm which by the way is already a law.

Early impacts of Proposition 47 on the courts have been massive. The California superior courts received more than 200,000 petitions for resentencing or applications for reclassification during the first 13 months after voters approved Proposition 47. Meaning up to 200,000 felons being turned loose on our streets without fear of reprisals or consequences.

The report prepared by Judicial Council staff, highlights the impacts of the ballot measure on the courts during its implementation:

Theft Offenses
Proposition 47 created new misdemeanors and reclassified several felony theft offenses as misdemeanors.

• Shoplifting. The proposition creates a new misdemeanor offense called "shoplifting," Shoplifting would be defined as "entering a commercial establishment with intent to commit larceny while that establishment is open during regular business hours" where the value of the property does not exceed $950. No person charged with shoplifting may also be charged with burglary or theft of the same property.

• Forgery.  Proposition 47 reclassified forgery of specified instruments involving $950 or less as exclusively a misdemeanor. The misdemeanor provision is not applicable to any person convicted both of forgery and identity theft.

• Petty Theft. Proposition 47 expressly defines petty theft as “obtaining any property by theft where the value of the money, labor, real or personal property taken” does not exceed $950.

• Receiving Stolen Property.  Proposition 47 rendered all violations of receiving stolen property which do not exceed $950 as strictly misdemeanors, eliminating prosecutorial discretion to charge those offenses as felonies.

• Petty Theft with a Prior. Proposition 47 eliminated the offense of petty theft with a prior petty theft conviction. So multiple offenses go unpunished.

Drug Possession Offenses
Proposition 47 also reclassified drug possession offenses as strictly misdemeanors.

Eligibility for Felons to be Released
Proposition 47 authorizes persons currently serving sentences for felony convictions that are now misdemeanors under the proposition to petition courts for recalls of sentences and to request resentencing under the new laws. Felons are now back on the streets.

Reclassifying Convictions

Proposition 47 also authorizes persons who have completed their sentences for felony offenses that would have qualified as misdemeanors under the new laws to apply for a reduction of their felony conviction to a misdemeanor.

Enough of this judicial rhetoric and interpretation of the new laws voted in by the voters of Orange County. Here is the local effect and how it impacts your town. The deputies in a community can no longer make an arrest because of the changes in the law that have made most felonies just a simple misdemeanor.

The basic problem is that when a ticket is issued to an offender for a misdemeanor that used to be a felony, nothing happens, and the individual is not held accountable for their actions.  Even when they do not show up in court for their ticket no matter how many they have the courts do nothing. This is lawlessness at its finest.

A classic example is when you have a group of individuals living on the streets who have violated a city ordinance or code and may also have committed what used to be classified as a felony such as selling, buying or using drugs cannot be held responsible by local police or sheriff’s Departments.

They are usually given a ticket which they ignore, and they admonish our law enforcement system for even bothering them because they know that they will not be held accountable. Sometimes laughing at local law officers.

Well so much for Proposition 47 now let’s move on to AB 109. If a criminal was convicted of any of 500 felony crimes in California under certain classifications, they will now be sentenced to the Orange County Jail or released to non-custodial mandatory supervision which is basically just probation.

This means instead of being in State Prison, the convicted criminal can now return to the neighborhoods of local communities where they can commit the same felony crimes that they were serving time in state prison for which are now just misdemeanors and cannot be arrested for this criminal activity. No wonder our local law enforcement officers are frustrated, and crime continues on with no one being held responsible for their actions.

Finally, we have Proposition 57 which when presented to the voters simply stated, “increasing parole and good behavior opportunities for felons.” Prop. 57, approved by voters in 2016, promised to reduce the state's overcrowded prisons by expanding parole eligibility for nonviolent criminals, and by encouraging inmates to take part in rehabilitation, therapy, and vocational programs.

In reality with the passage of Proposition 57, California State prison inmates who committed violent crimes, including stabbings and shootings were granted paroles increasing number of criminals in our local communities and on our streets.

Listed are Felonies that are now just a ticket Misdemeanor:

• sexually violent offenses and sex offenses against minors under the age of 14
• murder, attempted murder, and solicitation to commit murder
• assault with a deadly weapon on a police officer or firefighter
• possession of a weapon of mass destruction
• any offense punishable in California by life in prison or death
• any person who is required to register as a sex offender under Penal Code section 290(c).
• Abuse by a babysitter or daycare center on a child under age 8

• possession of narcotic controlled substances such as cocaine, heroin, morphine, or other opiates (Health and Safety Code section 11350)
• possession of restricted dangerous drugs which would include stimulants such as methamphetamines, or hallucinogenics such as psilocybin mushrooms (Health and Safety Code section 11377), and
• possession of concentrated cannabis (also known as hashish). (Health and Safety Code section 11357(a).)

There is a movement to change and repeal the legislative ballot measures and proposition to help make the State of California safer and to give our law enforcement officers the ability to make arrests and do their job protecting and serving our communities.

I hope after reading this you now have a better understanding of what the consequences of the passage of these measures and proposition in past election did to make California a lawless State.
