Reduces term limits of California legislators from 14 to 12 years.

Summary

Currently, California legislators are subject to two term limits: no more than two four-year terms in the Senate AND three two-year terms in the Assembly (for a total of 14 years). Proposition 28 would allow newly elected legislators to serve 12 years total, regardless of chamber: fewer years total, but potentially more years in a single chamber.
