Public service has been my calling for the last 4 decades, and protecting the “Clovis Way of Life” has been my mission and my passion for more than 3 decades.  I am seeking reelection to you Clovis City Council this March 5, 2019.

As a resident of Clovis for over 35 years, a retired Clovis Police Captain, and interim Police Chief for the Parlier, Kingsburg, Fowler and Atwater Police Departments, I have the experience and skills needed resolve the tough issues we face as a community.

Smart and controlled growth, fostering community confidence as we continue to rebuilding our public safety services, revitalization of our older neighborhoods and commercial districts, all the while balancing our city budget, are my main goals.

My proven record of public service and experience has earned me the endorsements from business, community and public safety leaders like former Clovis Police Chiefs Janet Davis, Robert Keyes, Joe Maskovich and Jerry Galvin, and Sheriff Margaret Mims and former Fresno Sheriff Steve Magarian.  I have also been endorsed by the Clovis Police Officers and Clovis Firefighter Associations.

I am an Honorably Discharged US Army veteran, and a graduate of Fresno State University with a BA in Public Administration.

While growing up in Clovis, I learned the importance of hard-work, protecting our tax dollars and supporting local businesses while working for my parent's restaurant in Old Town Clovis. 

I am a lifelong resident of Clovis and a product of Clovis Unified Schools. I earned a Bachelor of Arts Degree in Management and Organizational Development at Fresno Pacific University and a Masters of Arts Degree in Public Administration from National University. I retired from the Fresno County Sheriff’s Office as a Captain after 30 years of service. I continue to protect the citizens of Fresno County as the Police Chief for State Center Community College District Police Department. I have been a public servant for 40 years.

I was first elected to the Clovis City Council in 1999.  I have twenty years of experience on the Clovis City Council. During that time, I have served twice as Clovis' Mayor and have represented Clovis on many Boards and Committees. I have been married to Shelley Salazar-Flores for 28 years.  She and I have two sons; Joe and Miguel, and a daughter; Milena.  I have one grandson, Joe.
