What financing method(s) would you support to repair or improve roads, rails, ports, airports, the electrical grid and other infrastructure in the U.S.?
Respuesta de James P. Bradley:

Propose to remove from the Highway Trust Fund programs that should not be the business of the federal government. More than a quarter of the Fund’s spending is diverted from its original purpose. One fifth of its funds are spent on mass transit, an inherently local affair that serves only a small portion of the population, concentrated in six big cities. Additional funds are used for bike-share programs, sidewalks, recreational trails, landscaping, and historical renovations. Other beneficiaries of highway money are ferry boats, the federal lands access program, scenic byways, and education initiatives.  These worthwhile enterprises should be funded through other sources.  

Propose to phase out the federal transit program and reform provisions of the National Environmental Policy Act which can delay and drive up costs for transportation projects. We renew our call for repeal of the Davis-Bacon law, which limits employment and drives up construction and maintenance costs for the benefit of unions. Recognizing that, over time, additional revenue will be needed to expand the carrying capacity of roads and bridges, we will remove legal roadblocks to public-private partnership agreements that can save the taxpayers’ money and bring outside investment to meet a community’s needs. With most of the states increasing their own funding for transportation, we oppose a further increase in the federal gas tax.

Our nation’s interstate electric transmission system has long been a catalyst for developing and delivering low cost energy while spurring economic growth throughout the United States The grid is aging, vulnerable to cyber and terrorist threats, and unprepared to serve our energy needs of tomorrow. It should not take seven to ten years to plan and construct a transmission line. We support expedited siting processes and the thoughtful expansion of the grid so that consumers and businesses continue to have access to affordable and reliable electricity. 

Amtrak is an extremely expensive railroad for the American taxpayers, who must subsidize every ticket. The federal government should allow private ventures to provide passenger service in the northeast corridor. The same holds true with regard to high-speed and intercity rail across the country.  We reaffirm our intention to end federal support for boondoggles like California’s high-speed train to nowhere.

 

What programs or legislation, if any, would you support to help Americans of all ages secure affordable health care?

Having served in the healthcare industry for the last 30 years, I can speak with a high degree of confidence that the best programs for all Americans will be the expansion of Medicare with revisions to include:

 

1.  expansion for all age groups

 

2.  Multi-tiered levels of care with commensurate deductibles and co-pays

 

3.  Additional supportive programs for the elderly

 

4.  Continued development of Private Patient Electronic Health Information technology (PHI) HIPPA compliant shared among medical providers to decrease redundant testing and forms for continuity of care and cost reduction

 

5.  Ongoing cost reduction of Pharma

 

6.  Reduction of FDA "Red Tape" to drive pharma costs down, end extended ramp periods for inflated costs

 

7.  Adoption and incorporation of Medical Futuristic therapies and technologies to increase quality of life while retiring un-needed out dated and costly services out

 

8.  Many more....

 

Describe an immigration policy that you would support if presented to the Senate.

We are faced with immigration issues in California and ever state has their own yet similar challenges.  These issues and challenges must be addressed but the rule of law must be enforced as stated above.  The current issue facing California is SB-54 (Sanctuary State) which has violated the Supremacy Clause of both the California and the US Constitution protecting Illegal and Criminal Illegal immigrants while criminalizing any entity working with federal authorities.  SB-54 must be repealed to restore the rule of law.

 

America’s immigration policy must serve the national interest of the United States, and the interests of American workers must be protected over the claims of foreign nationals seeking the same jobs. With all our fellow citizens, I have watched, in anger and disgust, the mocking of our immigration laws by a president who made himself superior to the will of the nation. I stand with the victims of his policies, especially the families of murdered innocents. Illegal immigration endangers everyone, exploits the taxpayers, and insults all who aspire to enter America legally. I oppose any form of amnesty for those who, by breaking the law, have disadvantaged those who have obeyed America’s immigration policy must serve the national interest of the United States.  The executive amnesties of 2012 and 2014 are a direct violation of federal law and usurp the powers of Congress as outlined in Article I of the Constitution. These unlawful amnesties must be immediately rescinded by a Republican president. In a time of terrorism, drug cartels, human trafficking, and criminal gangs, the presence of millions of unidentified individuals in this country poses grave risks to the safety and sovereignty of the United States. Our highest priority, therefore, must be to secure our borders and all ports of entry and to enforce our immigration laws.  That is why I support building a wall along our southern border and protecting all ports of entry. The border wall must cover the entirety of the southern border and must be sufficient to stop both vehicular and pedestrian traffic. I insist upon workplace enforcement of verification systems so that more jobs can be available to all legal workers. Use of the E-verify program an internet-based system that verifies the employment authorization and identity of employees must be made mandatory nationwide. I reaffirm our endorsement of the SAVE program Systematic Alien Verification for Entitlements to ensure that public funds are not given to persons not legally present in this country. I demand tough penalties against those who engage in identity theft, deal in fraudulent documents, and traffic in human beings.  The Department of Homeland Security must use its authority to keep dangerous aliens off our streets and to expedite expulsion of criminal aliens. Gang membership should be a deportable offense. Any previously deported illegal alien who continues to show a lack of respect for our borders and rule of law must be penalized.

What programs or legislation would you support to meet the water needs of Californians and the federal water project infrastructure in California?

Complete the California State Water Project and build new water storage, above and below ground. We need to build Sites Reservoir, Temperance Flat and raise Shasta Dam is one of the many proposed plans which makes sense.  We have plenty of water available and must utilize the most cost effective and efficient technology.

Support and secure implementation of is the WIIN Act as well as explore furhter the GROW Act

Desalination or desalinization is a process that removes minerals from saline water. More generally, desalination may also refer to the removal of salts and minerals, as in soil desalination, which also happens to be a major issue for agricultural production.

According to a "Civility In America” survey, 75% of Americans believe that the U.S. has a major civility problem. If you are elected what will do to address this?

Civility is an important ideal in the American tradition. And while we are amid a crisis threatening the livelihood of that ideal, there are plenty of ideas and tactics we can employ to restore it. It begins by practicing a basic concept: Look in the mirror instead of pointing the finger.

 

In my experience, something magic happens when we look at each other and keep the best versions of ourselves and others in our eyes.

 

We can adopt programs that have seen great results such as in Maine, “Make Shift Coffee House” an event that moves from community to community where people with opposing political views can meet, learn from each other and have some good coffee.  Arizona’s, the National Institute for Civil Discourse has launched a “Revive Civility” campaign, which empowers groups and individuals to become “Citizens for Reviving Civility.” The program offers guidance, resources and tools to help people combat incivility in their communities.

 

In the end, the most important thing you can do is listen to and understand the people with opposing viewpoints, instead of debating them, judging them and trying to force them to have a different opinion.

 

“When people take time for reflection versus reaction, and when they truly take the time to listen to someone else’s point of view, they have a valuable new experience.  On the basis of that new experience people are often willing to take the next step to tackle harder issues. It’s very, very inspiring to see this happen.
