My name is Phillip Kim and I have lived in Northern California for over 10 years. For 7 years I worked at Thunder Valley Casino where I was a proud union member and shop steward, always fighting for my coworkers.
Now I’m honored to work as a community organizer for a progressive healthcare union, continuing the fight for healthcare and social justice. Before moving to California I graduated from Cornell University in 2006 with a BA in government.
I am running for State Senate because we need a progressive voice for working people in the state legislature. Unfortunately politics has been corrupted by corporate money. The middle class continues to disappear, the healthcare system is broken and too expensive, and the cost of rent is skyrocketing.
I will challenge the insurance & pharmaceutical companies by pushing for a more efficient Medicare-for-All system that will guarantee healthcare for all Californians. I support a repeal of Costa-Hawkins to allow cities to have more effective rent control laws. I want to protect net neutrality and create public high speed internet.
I will fight for full funding for schools -- including music, art, other extracurriculars -- and free public college tuition. We can use public banking to develop better infrastructure and affordable housing. We should end mass incarceration and fix our racist criminal justice system. We need to ban fracking and rapidly shift to clean energy. And we have to protect our immigrant brothers and sisters.

There is no one size fits all solution. Providing Incentives for Density near Transit Stops is a positive idea. Another would be to change the way Developer Fees are charged - from by the unit to by the acre.
I think you have to treat people as people & give them a fair hearing. You also can't be afraid to disagree politely with ideas you oppose. You have to avoid speaking in Slogans or Cliches & encourage others to do the same. You must also ground your positions in facts & hold others to this standard.
My Senate District is somewhat unique in that even in Dry years we have enough Water to cover all needs if water is sensibly used. What we don't always have is enough water for Export. It has been my experience thru several major & even more minor Droughts that WATER NEEDS TO BE USED MORE APPROPRIATELY in areas with more scarcity. Urban landscaping & Agricultural Permacrops need to be regulated in areas where there is water scarcity.
I think all young Californians, no matter what Income level or willingness of Parents to Participate, deserve the same quality of Educational Opportunity. I worked in Public Schools for 16 years as a Substitute Teacher & saw both the strengths & the failures of the Educational System. If elected I will use that experience to help give California Students the education they deserve. I will also lower tuition rates @ UC & CSUC to the levels that prevailed in 1980/81 adjusted for inflation.
I would demand an audit of all CALPERS Agencies accounts plus information on any funds that has been set aside to pay these liabilities to get a true picture of the problem. For example my Park District has an unfunded liability $2.1 M in2016 (we don't have the 2017 number yet) & a special Fund set aside to pay them that contains $1.7 M.
