Do you support the use of a federal carbon tax on the amount of carbon dioxide emitted by the use of fossil fuels (such as coal, oil and natural gas) as a means to both slow climate change and to reduce the deficit?  Why or why not?
Respuesta de Tom Palzer:

I would not support the application of the tax.  I signed the "No-new Tax Initiative."   A balance must be struck between environmental issues and economic development.  Jobs must be maintained and expanded to support our economy.  I'm not a proponent of climate change.  I believe the science on both sides have merit, but our world has evolved and adapted to atmospheric conditions since the first recorded climate information was published 1880.  Since 1880 to present, our climate, in terms of warming, has increased 2.3 degrees Celsius   The need to feed, clothe, and provide the opportunity for a good education for our children and providing for the needs or our elderly and veterans, especially in terms of therapy and sheltering our homeless veterans, far outweigh an over reaction to the ebb and flow of nature.

What is your stand on gun control laws at the federal level?  Please explain the reasoning behind your position.

I support the Second Amendment.  I do not believe we can legislate the possession and use of firearms out of existence.  What we can do is record the purchase of firearms. We must deny purchase of them by mentally-ill individuals and those with a record of conviction of crimes where the use of a firearm(s) was the basis for a conviction(s).

Is the Trans Pacific Partnership Trade Agreement good for California?  Would you vote to support it?  Please explain why or why not.
Respuesta de Tom Palzer:

Any effort to 'level the playing field' as the TPPTA consistently refers to is good for America 'on paper.'  Adherence to the provisions of the Act is problematic in that, in the case of Japan relative to automotive production, while a partner in the 'treaty', Japan has had a tendency to counter measures by the U.S. and other countries by creating tariifs that off-set the intent and purpose of the Act.  NAFTA is a perfect example of a measure that leaves America at a distinct disadvantage.  While National treaties can be beneficial to their members, individual treaties are necessary to ensure they benefit America, which is exactly what NAFTA has not done.  During my speaking engagements, I address the need to renegotiate existing treaties so that they benefit the U.S.  Over time, existing treaties regarding trade have raised our National Debt.  We need to take restorative measures that do not continue the growth of our debt.  Immediate renegotiation of long-standing treaties must be enacted.

At the federal level, should recreational marijuana be legalized? Why or why not?

Only in instances as prescribed by a doctor for a specific condition.  Absolutely not for 'recreational' purposes.

The Federal Government plays a part in California water allocation and use through a variety of laws.  What, if any, legislation would you support in an effort to handle water shortages caused by the current and any future drought?
Respuesta de Tom Palzer:

I would draft legislation entittled, A Comprehensive Water Resources and Drought Management Plan for the State of California.  The legislation would include a statewide inventory of water resources and infrastructure, proposed infrastructure needs throughout the State, allocation of funds to construct water management infrastructure, which would include identification of damsites capable of generating electricity (hydro-electric facilities) and construction of desalination plants.

Should immigration laws be changed?  What changes would you support?  Please explain why.

Immigration laws should first be consistently enforced.  The lack of consistent implementation of our immigration policies and regulations created, in large part, the problems with immigration that we now face.  In brief, my stand on immigration is that we must place a moratorium on immigration until such time as we have propery screened and vetted who lives among us now.  Only then should we consider opening our borders to further immigration.  Deportation is essential to maintaining the safety of our Nation.  I would act to defund'sanctuary city' status.
