On consolidation of MWSD with a neighboring district.

Summary

We paid for our district, both water and sewer.  It is our community resource.  Let's keep it here.  We will continue to work with neighbors to improve the MidCoastside and Half Moon Bay.

My position is simple.  I came to it from having live here for 37 years.  I endured the times under the East Coast, private companiy ownership with inadequate fire protection, double digit rate increases, and sometimes, no water.  Our community took the initiative to take control of our need to have lots of clean water for all our uses when we voted to give Montara Sanitary District all the powers of a county water district.  And when it voted with a huge margin of support to purchase the privately owned water district from the 75th largest utility company in the world. In the 13 years since we closed the deal we have turned a marginally adequate water system into one that meets our needs and that we are all proud of.  

The tasks are not over.   One is to makes MWSD's finances transparent to the public.  I convinced the board to contract with OpenGov to use software to do just that.  Another is to secure the CalTrans bypass Rright-of-way for community open space and additional water supply.  I have been working to that goal for 25 years.  Through my efforts the County has designated the area for open space and parks.  One more is to enhance our working relationships with the County and neighboring districts.  We have an emergency supply agreement for water with the Coastside County Water District.  If needed it can fill its trucks from our hydrants or run a quick connect pipeline between the districts.  MWSD and CCWD have joint training classes for our crews.  Our management meets on a regular basis to discuss water and recycled water issues.  We are working toghther on the recycled water plant in Half Moon Bay.  We welcome discussion on mutually beneficial discussions.

Montara Sanitary District is the original district representing our community for clean water.  It was created to keep our community and beaches clean and healthful.  It has successfully done this for almost 60 years.  Ours is a complex system with many more pumps and computers than the flat neighboring districts.  Because of its complexity it requires constant attention. 

The MWSD practice and policy has been and is to have the district keep track of the age and condition of our pipes, pumps, and other system components - and fix them in a cost effective and timely fashion.  I believe we preserve our community resources with a strong preventative maintenance program.  Waiting until something is broken causes hasty, expensive fixes to be made.  I think is is best to hire great engineers and to have a well trained team to protect our community.

MWSD is the community resource for Montara Moss Beach, let's keep it.
