Frank and his family have lived in their house in District 1 for over twenty years. In his 37 year career as Civil and Traffic Engineer at the City of Chula Vista, Frank has been the person routinely trusted on most of the major issues and projects, our elected officials vote on. He is easily the most qualified candidate to lead Chula Vista to the quality of life we all envision.

Frank's numerous accomplishments for Chula Vista in planning and engineering include major land development projects, drainage & sewer infrastructure projects, and transportation projects. Transit improvements, new roads, freeways, the toll road, and railroad corridor improvements are just a few of the things he has already done for us. We need to ensure that Chula Vista’s infrastructure keeps up with the growth of the city so that our quality of life always improves.

Frank has the ethics, history, integrity, knowledge, and skills for the job. He has worked on projects that has made every corner of Chula Vista better than when he arrived. Frank knows Chula Vista, its’ issues and most importantly, knows us.

He currently serves as a Commissioner of the Chula Vista Measure A Citizens' Oversight Committee.

Frank has lived and worked in his community for over 37 years. He knows how to get things done, but more importantly he knows the community. Frank has the experience and leadership skills needed at City Hall, and believes City Hall can work best when those leading understand how to best cut through the red tape and put their neighbors first. 

As a native San Diegan, my family’s history with Chula Vista dates back years. Since 1935, my parents have lived here and instilled in me a dedication to the city and services I grew up around. With both parents working here, my Dad as a Chula Vista City Planner and my Mom within the Chula Vista Elementary School District (CVESD), I grew up with an understanding of civil service.

​As a Hilltop High alumnus, I grew-up working here as well: first at KFC, then CVESD Night Custodian, and later as Carpenter, putting myself through college by building stairs for many homes and developments I still drive-by today.  After college my career led me to Rohr and later GCE Industries, a large employer in Chula Vista, where I became General Manager of the business. 

I am hands on business professional with a track record of working through changing environments. Key experiences include various industry startups, quick-growth companies, and cultural change environments.  These various areas of business have provided me a unique and broad perspective and has made me a go-to when facilitating solutions.  linkedin.com/in/markliuag 

​My community involvement is both broad and deep—despite work leading me outside California, I have known that my strong roots in Chula Vista would lead me back.

Volunteering time as a coach and active parent remains a mainstay of my community involvement. Serving as a two-term City Planning Commissioner combined with a lifelong view of civil services affords me a wealth of understanding of City operations and governing.

​Additionally, having a mother and wife who have worked in education provides me a deeper appreciation of what it takes to provide quality education to the community.  To further my understanding and support of education, I volunteered with Junior Achievement and served as Board President of Beacon Academy, a California Charter School.

​I am for common sense solutions, not political ones. We must work together and help each build up our community. I was raised in Chula Vista, I raised my family in Chula Vista, and I want Chula Vista to thrive as a community for everyone.
