My Top 3 Priorities

  • Maintain a strong agriculturally based economy that creates opportunities for small local serving businesses and individuals.
  • To build affordable workforce housing, low income housing, and shelter for the homeless.
  • Streamline permitting process for residential, commercial and agricultural projects in order to reduce costs and project development timelines.



I grew up here in the Napa Valley near Rutherford. I immigrated from Mexico at the age of 2. I attended St. Helena schools and graduated from high school in 1985. I graduated from U.C. Davis in 1998 with a B.S. in Landscape Architecture. I worked for two years in Sacramento as a designer and land lanner with private firms and the Sacramento County Planning Department. I attended the Santa Clara University School of Law and received my JD in 1994. I came back to the valley and started practicing law. In the earlier part of my career, I acted as an assistant city attorney for the City of Calistoga, the City of St. Helena, and the Town of Yountville. In 2018 I earned an MBA in Wine Business from Sonoma State University. I have been practicing law as a solo practitioner since 2009. The majority of my practice consists of real estate, land use, and business law with the focus on the wine and vineyard industries. I also own a very small wine company, Justicia Wines, LLC, which produces wine under the brand "Themis".
