IMPARTIAL ANALYSIS OF MEASURE I CITY OF AMERICAN CANYON

On December 21, 2021, the City Council of the City of American Canyon placed Measure I on the June 7, 2022 Primary Ballot to add a provision to the City Municipal Code regarding Mayor and Councilmember Term Limits.

Measure I would add Section 2.04.20 to the Municipal Code to:

  1. Impose a term limit for Mayor to no more than three (3) four-year terms;

  2. Impose a term limit for Councilmembers to no more than three (3) four-year terms;

  3. Give the incumbent Mayor and current incumbent Councilmembers credit for having served one term;

  4. Allow a person who is appointed or elected to fill a vacancy during a term and serves less than two years to be eligible for an additional three (3) four-year terms;

  5. Does not require the terms of office to be served consecutively may be an aggregate of three (3) four-year terms; and,

  6. Deem any person who resigns or is removed from office during a term be deemed to have served a full term.

Measure I presents the term limit question separately, one for the office of Mayor and one for Councilmembers.

The Ordinance would take effect immediately, upon approval of a simple majority of the voters voting on the Measure at the June 7, 2022 election and would apply retroactively with the current incumbent Mayor and Councilmembers credited for having served one term.

A “yes” vote on either Measure I question would amend the Municipal Code to impose three (3) four-year term limits on the Mayor and/or Councilmembers.

A “no” vote on either Measure I question would not amend the Municipal Code to impose term limits on the Mayor and/or Councilmembers.
