My Top 3 Priorities

  • I am running for United States Representative to restore decency, integrity, and responsibility to the residents of California’s 20th Congressional District.
  • Economy. I will work to strengthen the long forgotten working classes by supporting targeted soft infrastructure programs, important in developing affordable health and childcare.
  • Taxation. Proportional taxation burdens must be shared by corporations, large employers, and the ultra-rich not currently paying their fair share.

Biography

I grew up in California’s San Joaquin Valley, a latch key kid of a divorced, working mother. I attended and graduated from the Fresno Unified School District, California State University Fresno with a B.A. in Biology, and later the University of California Davis with a M.S. in Atmospheric Science. I returned to the San Joaquin Valley after graduate school as an operational forecaster and programmer for my own businesses, WEATHERx and Sferics Development, and later became a photographic fine artist and gallery owner. After my wife’s passing in 2015, I moved to Stallion Springs (Kern Co.), where I currently hold elective office as Board Director of the Stallion Springs Community Service District, and appointment as Hearing Director with the Eastern Kern Air pollution Control District. I have been a lifelong Democrat.

The Federal Government plays a part in California water allocation and use through a variety of projects and laws.  What, if any, new programs or projects or reforms to existing programs and projects would you support in an effort to handle water shortages caused by the current and any future drought?
Answer from Ben Dewell:

There really are no easy solutions to an agricultural economy based on pre- global climate change water availability. California already is the most dammed state in regard to its snow-fed river systems. There are simply no more rivers to be dammed, from diminishing snowpacks less and less capable of sustaining their water impoundments. Colorado River water, originating in western upsteam watersheds, is already spoken for in multi-state compacts. Absent commitment to build low elevation impoundments capable of holding wattershed rainwater, agriculture will likely have to transition to crops requiring far less water, and water districts must develop ever more strict water conservation measures.

Should immigration laws be changed?  What changes would you support?  Please explain why.
Answer from Ben Dewell:

It should be obvious to any sentient person that America's immigration laws are at the very least inadequate to handle current immigration numbers. I will work towards any solution for immigration that provides lawful, equitable access of immigrants seeking citizenship and/or political asylum. I will also work towards solutions that address root asylum causes plaguing our southern neighbors, before they become problems on America's doorstep.

As Congress Member what, if any, policies or legislation would you support to preserve democracy for all US residents?
Answer from Ben Dewell:

My running as a Democrat independent of party dogma, at this perilous moment in time for democracy, in an overwhelmingly red congressional district, ought to be enough indication that my entire being is about the preservation of democracy. I support one person one vote, mail-in voting, and the elimination of the anachronistic electoral college. Additionally, one of the primary goals of public schooling ought to be the preparation of an educated, critically thinking populace.

What legislation, if any, would you support to reduce American greenhouse gas production?  Please explain the reasons for your position.
Answer from Ben Dewell:

The lack of energy independence is a clear and present danger both within and without America. It is a inarguable national security imperative that America must free itself from the evanescent bonds of exhaustible fossil fuels, including foreign oil. Current geopolitical realities have once again focused national priorities on the necessity and eventuality of renewable energy production. Concerted efforts along the lines of the 1960s “space race” national commitment are required to transition technologies and workers from fossil fuels to renewable energy. Legislation assisting private industry and consumers in completing this transition will be paramount to these efforts. Meaningful incentives and rebates appropriate to  low and middle income earners, must be enabled for individual solar/wind net-grid installations and electric vehicles.

Political Philosophy

I am an indepedent, fiscally conservative, socially progressive, moderate Democrat. The Constitution of the United States and its necessary ammendments is, and has proven to be, the best prescription for self government yet devised by man. Good, transparent govenment is necessary to the general welfare of those it serves. I believe democracy's enduring strengths greatly outweigh its many shortcomings, and that compromise is a necessary component to achieve progress. I believe in majority rule, minority rights and support the individual’s right of dominion over their own bodies, except in matters of public safety.
