Current regulations at all government levels impose costs and restrictions on building additional housing. Primaryily, CEQUA needs to be reformed to allow projects to move forward. More planning by local authorities that would allow builders to actually build housing--not meet pollitical objectives.
Increased water storage and actually build dams. Our water system is basically the same as when built in the 1970's and we have doubled our population. Again CEQUA is a major issue. Improved water distribution systems--lining canals and the use of better irrigation methods such as drip.
Specifically, two projects that could start near immediately--raising Shasta Dam by 18 feet and San Luis Reservoir by 10'. Shasta Dam was designed for this additon.
And finally the will to do projects--Shasta was approved in 1938 and completed in 1945. Our last bond measure was in 2014 and we not started any water storage facilities.
To reach a goal of carbon neutrality by 2045, as set forth in a 2018 executive order what, if any, proposals, plans or legislation would you support? Please be specific.
Education is the primary way to prevent incarcaration in the first place. Through education expansion of vocational training to those individuals who are not comfortable in an academic environment but rather the physical world. However, there are certain individuals that based on their actions are not suitable for inclusion in the general population

Government should be serving all people and making their lives better. Government should not be held hostage by individual groups at the expense of the many. In most cases, this means doing things better and not raising taxes. We have the money, we just don't know how to spend it correctly.
