Biography

Carlos first moved to California at the start of the 21st century—after twelve years of serving with the United States Navy. He departed the Navy as a First Class Petty Officer specializing in the Technical and Command and Communications Field. In all his travels, he has placed California as being one of a handful of places that possess the environmental diversity and beauty as California has. California has been a gateway of opportunity for him and he wants this opportunity to be available to every Californian and American.

Carlos is an everyday American who knows what it's like to work several jobs just to make ends meet. At times he has needed to rely on the safety net of unemployment during the crash of 2000 and 2008. He has also experienced the reward of his successes with his consulting and media production small business. Carlos' drive is based on his passion, willingness to persevere when the work is challenging, and a determination and drive to succeed. Being of Puerto Rican descent, Carlos understands the importance of family and having a strong and healthy close-knit community.

Carlos possesses a willingness to listen and the skills and experience to lead. He became a licensed Real Estate Advisor in 2009 and is currently with Coldwell Banker in Los Gatos. Carlos is constantly focused on helping his clients achieve their dreams of financial independence through real estate. Carlos also authored a personal workbook and companion devoted to helping you focus on planning and achieving your goals called LARGE GOALS.

Describe what proposal(s) you would support to alleviate the shortage of affordable housing for all income groups in California?
Answer from Carlos Rafael Cruz:

Remove a lot of the burdening regulations and restrictions to build new homes and apartment complexes.

What programs or legislation would you support to meet the water needs of all Californians?
Answer from Carlos Rafael Cruz:

Farmers get priority water supply. The food supply in California should be labled as a National Security item and given the protections and priorities needed to florish.

To reach a goal of carbon neutrality by 2045, as set forth in a 2018 executive order what, if any, proposals, plans or legislation would you support?  Please be specific.

If you want to reduce the usage of fossil fuels, you will need to provide our nation with a vision and goal which will force us to want to grow into a society which has evolved from fossil fuels to the next step of energy consumption.

According to the California Legislative Analyst’s Office, we spend over $81,000 per individual who is incarcerated.  Other than incarceration, what ways can the State address safety and justice?
Answer from Carlos Rafael Cruz:

Increase access to education. Require all inmates serving non-life sentences to work on credits toward a degree.

Carlos is committed to finding solutions to the issues we face as Californians. He will fight for balanced budgets that prioritize spending toward education, public safety, and infrastructure.

We need effective leadership that will stand up for our rights in the region. Carlos does have the right background to be that champion. 

The residents of District 28 need a leader with real-world experience who understands how we live. We do not need someone who was raised as a politician who is part of the very system that is failing us.
