Annette Hipona has 12 years experience serving our community as our City Clerk.

City Clerk Hipona and her staff have earned more than an additional $1 million by extra Passport work to help maintain Daly City Services, including public safety, emergency medical services, senior and youth programs, libraries, streets and parks.  

Annette Hipona is the only Daly City Clerk in our city’s 109 year history to have completed the rigorous International Professional Municipal Clerk Certification training program and become a Certified Municipal Clerk.

She has additional training and earned certification from the US Department of State to accept Passport applications.

City Clerk Hipona has additional specialized computer skills to digitally process, archive and retrieve city documents using the SIRE system and to post public meeting notices online.

City Clerk is an administrative position mandated by California law. Annette has served our community and performed these mandated duties for the past 12 years.

Daly City Clerk Annette Hipona:

·    Follows legal regulations for all required Clerk duties.

·    Manages local elections and campaign finance records.

·    Records, maintains and archives actions by the Council.

·    Certifies Council resolutions and ordinances.

·    Posts legal notices and agendas of all public meetings.

·    Maintains and digitally archives all reports and information presented at Council meetings.

·    Manages the acceptance and opening of bids.

·    Accepts claims against the City and public communications.

·    Promotes increased access and government transparency.

 

Annette Hipona has served our community as a School Board Member and as a community activist.

For 6 years Annette served as an elected Jefferson Elementary School District Board Member and served as Board President. Annette joined teachers and parents to work for more school funding for our Daly City Schools.

Annette and her husband Alfonso and their daughters help build Habitat for Humanity homes and welcome new families to the neighborhood.

Annette received the California Citizen Warrior Award for fighting to end unfair government seizures of homes and small businesses. As her neighborhood association president, she led the fight to preserve Daly City’s neighborhood quality of life.

Annette was honored as one of California’s Women of the Year for her outstanding community service and was part of the “California’s Remarkable Women Exhibit” at the State Capitol in Sacramento.

As a young parent Annette volunteered to help students learn to read in our Daly City public schools. Annette was chosen to represent Daly City on our county Library Advisory Board.
