Belia Ramos has served on the Napa County Board of Supervisors since January 2017, representing the Fifth District. Born and raised in Napa County, Belia is a small business owner, attorney and community activist who is dedicated to making Napa County a great place to live, work and raise a family.
On the Board of Supervisors, Belia has been instrumental in advocating for increased transportation funding specifically addressing the congested conditions in Southern Napa County. As the County's representative on the Association of Bay Area Governments (the regional council of governments), she is on the front lines advocating for the balance between housing demands, transportation improvements and our rural county nature.
Prior to serving on the Board she served on the American Canyon City Council for six years. On the City Council, Belia has played an integral role on issues such as budget, public safety, traffic and transportation, public education, watershed conservation and the arts. She was the incorporator and board member of the American Canyon Community & Parks Foundation and Napa Valley Crime Stoppers. In 2012, Belia was appointed by Governor Brown to the 25th Agricultural District Board (Napa Town and Country Fair) until she resigned in 2018.
She is also an active community volunteer, providing her time and legal skills to a number of local non-profits and issue campaigns.
Belia is the President of Raise the Bar, LLC (a bar exam preparation company) and a former Visiting Lecturer of Law at UC Davis School of Law. Prior to embracing her entrepreneurial spirit, she practiced law in the area of Employment Counseling and Litigation and has worked as an aide to Congressman Mike Thompson.
After attending St. Mary’s College and UC Hastings College of the Law, Belia returned to American Canyon to continue her commitment to public service and currently resides there with her family.
