Biography

Anna Klovstad uniquely pairs her outstanding People Skills with a practical and scientific background.  Anna has put her degree in Architecture to work in the fields of Construction, Management, and Environmental Sustainability.  She is a Sustainability Specialist, a Certified Energy Manager and a Certified Construction Manager with 30 years’ experience.  Anna’s achievements have been won due to her ability to communicate well in situations that are challenging not only technically, but socially.  Anna’s colleagues name these as a few of the skills for which she is known in the community:

Anna Klovstad has worked for the Tahoe Truckee Unified School District (TTUSD) for the last 16 years as a Construction Manager. Anna’s unique role is that of Gatekeeper, making projects successful by guiding the decisions for major contracts that affect Truckee and its schools (projects totaling more than $150,000,000 to date).

Anna’s skills include leadership and technical supervision of improvement projects, all the way from the Concept Phase, through Design, then Permitting, actual Construction, and final Occupancy.  Anna, therefore, has proven skills not only in the practical arena of planning and building projects but also in the challenging interplay between people on both sides of the numerous issues surrounding development.

Anna has been Manager for procuring and managing TTUSD contracts with all construction professionals: architectural, structural, mechanical, electrical, civil, technology, end users, and internal staff. She has balanced huge budgets and complex schedules, all the while ensuring the overall success of each project.

Anna’s skills with governmental regulation mean that she has successfully ensured environmental compliance of such TTUSD projects.  Anna’s talents have ushered numerous major construction projects through the California Environmental Quality Act (CEQA), finding major savings for TTUSD, while managing to please not only the Division of the State Architect but also local and state agencies.  Anna’s grant-writing, programming, and rebates have brought over $3,000,000 in funding and various other awards.

And yet, it is Anna Klovstad’s patient and gregarious nature which has helped her win over converts in these male-dominated fields.  Anna’s ability to match toughness and a dedication to exacting standards with thoughtful negotiation skills have led to her quick rise in the industry, and most recently to the national award for TTUSD:  the Green Achiever Award 2018 (see below)!

Political Philosophy

In a decade, Anna Klovstad created a Sustainability Program that has saved money and significantly reduced environmental impacts in Truckee.  

 

 

 

In 2008, during the financial crisis, Anna suggested to TTUSD management that the District could save money by reducing TTUSD’s energy usage. In the first year, her leadership saved the District $200,000 – about 15% of its annual expenditures.  The program quickly expanded from gas and electricity conservation to other areas, such as water conservation, waste management, green cleaning, green purchasing, no idling policies and many more.

 

The true success of the TTUSD sustainability program came from the partnership with Sierra Watershed Education Partnership (SWEP). SWEP created Truckee’s famous Green Teams (elementary school), Eco Action (middle school), and the Envirolution Club (high school). The young messengers have been our communities’ environmental educators. They helped the Town of Truckee successfully implement the plastic bag ban, and are on track to lead this small town to the forefront of the Business/Environmental coalition in the U.S.

 

In fact, with Anna’s leadership, TTUSD’s sustainability program ranked 4th in the State of California as a Gold level Green Ribbon School District for 2017.  In 2018, TTUSD took first place in the State and won the Federal competition. In September 2018, Anna travels to Washington DC with Dr. Robert J. Leri, TTUSD Superintendent and Chief Learning Office, Sue Mock, TTUSD Science Coach, and Missy Mohler, Executive Director of SWEP, to receive the Federal recognition of a Green Achiever Award!

Truckee’s General Plan Update:

 

Truckee’s General Plan, last adopted in November of 2006, is up for renewal. Anna Klovstad emphasizes that most of the issues challenging our town can be resolved or improved by creating a SUSTAINABLE GENERAL PLAN. To get there, Truckee needs:

 

LONG-TERM VISION: develop a dynamic general plan which will consider our quickly changing world

 

PACE GROWTH: Development need not be ‘boom’ or ‘bust’, support a sustainable pace

 

ADD A.D.U.’s: Encourage Additional Dwelling Units

 

SIMPLICITY IS GOOD: Sustain the small town atmosphere

 

TRAFFIC: Smart planning can turn holiday traffic planning into a path for success

 

PROP 68 and Measure R: Voters united to preserve future and natural resources, capitalize on these funds

 

 

 

II.           TAKE THE HIGH ROAD

 

Sustainability Means Greener Pastures

 

Nature is Truckee’s key resource and its guide. Anna Klovstad has proven that SUSTAINABILITY is a Win-Win situation. Anna’s team this year won national attention and acclaim, receiving the 2018 Green Ribbon Schools award for Tahoe Truckee Unified School District (TTUSD)! This award will result in additional support and potential funding to Truckee’s schools, and the same can happen here, town-wide. By replicating the natural ecosystem that sustains Truckee’s beauty – with infrastructure systems that plan for continuous healthy patterns, Anna will guide Truckee into a supportable, renewable human/business environment.

HOUSING: the Path to a SUSTAINABLE FUTURE leads to Your Door

 

What a dilemma! Everyone wants to live in Truckee!

 

We need to make sensible choices to facilitate more accessible options. I would like to convert more commuters into full-time residents to:

 

–Ease the tightness in the local labor market

 

–Enable them to become consumers and contribute to our local economy

 

I am an outside of the box thinker and know we can create win-win solutions to this problem.

 

ACHIEVABLE HOUSING: Incentivize housing for our workforce to keep them local

 

RENTAL UNIT CREATION: Rental living is trending, wisely planned it is key for Truckee

 

DISPUTE COMMUTE: Keep people in Truckee contributing to our economy instead of contributing to our carbon footprint

 

BALANCE SHORT/LONG TERM: Balance short-term rentals with long-term gains

 

IV.              RECREATION NATION – FIND YOUR PATH 

 

Outdoor Recreation Needs Coherent Infrastructure Support

 

 

OUTDOOR RECREATION is synonymous with Truckee. But the irony of humans longing for solitude in Nature leads to our mountain town being ‘Loved To Death’.

 

Anna Klovstad is an avid outdoor athlete and is passionate about preserving Truckee’s environs not only for herself but for our children’s future enjoyment. She sees an enormous opportunity with Proposition 68’s recent passage. Anna is famous for returning from a hike or bike excursion carrying a bag of trash. She refuses to allow refuse and has thought extensively about ways to support Outdoor Recreation while protecting the wilderness. Anna’s proposals include SUPPORT for RECREATION INFRASTRUCTURE in order to preserve Truckee’s tourism base, beauty, and appeal:

 

TRAILS: Proper, timely maintenance of trails we have and improved facilities at the trailheads.

 

CYCLISTS & SAFETY: Continue to support the Truckee Trails and Bikeway Master Plan.

 

ALTERNATIVE TRANSPORTATION: Solve traffic problems by enhancing walking paths, bike lanes, and alternative transportation options.

 

SMALL TOWN, BIG IDEAS: Enhance small town atmosphere w

 I am passionate about helping guide the General Plan update over the next two years, because it will be critical to the future of business interests and ecological concerns alike. School District Receives National Recognition for Sustainability Efforts — October 12, 2018 Moonshine Ink, Truckee News

The U.S. Department of Education announced this spring that Tahoe Truckee Unified School District (TTUSD) is a 2018 Green Ribbon School District Sustainability Awardee. In September Anna Klovstad, project manager at the TTUSD,

TTUSD earned the distinction as a Green Achiever school district based on their efforts to reduce energy and waste costs and for their innovative educational programming that teaches students about nature and the importance of clean air and water while demonstrating the value of preserving the environment for future generations.

The Truckee Police Officers' Association is endorsing and supporting the campaigns of Richard Ludke, Anna Klovstad, and Carmen Carr for Truckee Town Council, 2018.
