First I would have physicains and people involved with the human health industry write the legistation needed for Affordable Health as Politicans are not knowledge wise of the health industry. The Affordable Health Care of 2011 is - as former President Bill Clinton said - among the worst written legislation written.
Illegal immigrants - especially children who were brought to the United States by their parents should be given a review by a qualified board appointed by the Governor.
Gainfully employed illegal immigrants should be given a waiver until their status is reviewed by the Governor appointed board.
Illegal immigrants with a criminal record and not gainfully employed should be considered to be deported.
The infamous, "Coyotes," who smuggle people across the Rio Grand - Mexican boarder into the United States should be incarcerated and administered the harshest legal judgement.
First of all, Californians are doing Very Little on their own to alleviate the water crisis. - Private citizens could do their part by having a Rain Water Containment system. Few people have done this- Cities should incorporate rain water containment systems as should the Churches and private businesses.
Each city should review and make plans for emergency water recalmation and not wait until the emergency arrives and stares them in the face.
Comment:
Indeed there is a, "Civility Problem," and this did not arrive without notice. Civility is cultured at the home. Youngsters who are raised by a lone parent - more often by a mother who is overwhelmed - has little influnce and control over her younsers - often a male child - when he is of age and becomes part of a local gang that is governed by territorial instincts. - To explain to these young men (and women) that they are being manipulated by primitive instincts could be part of the solution. - It must be emphasised to prevent city street gangs starts at an early age. - Once a young adult is drawn into a, "gang," and is part of its structure there is little that can be done other than hope that that person grows out of the, "gang mentality." A good foundation in an organized religion could be part of the solution which is negated by the fact that the influence of religion in the modern World is at an all time low with no prospect of a reversal.

Personal Conservation
Conservation starts with the individual, family and neighborhood. - From there the example can be adopted by the Community, City, State and ultimately Country. - With the actions commenced by the individual(s) there should be no need for the Government to dicate as the obvious benefits of energy conservation is above question.
Vice President Richard Cheney said that personal conservation is an admiral personal trait but not part of a comprehensive energy program. Richard Cheney could not be more wrong!
Change - good or bad - commences with the individual and from there to another individual then on to a group, a community, city and county, State and onto National Policy whether legislated or not. The use of flourescent lights that are much more energy efficient than incandescent lights commenced slowly unitl it was adopted nation-wide without any Government legistaion. - Here in California there is the ever possiblity that the State could be stricken with low rainfall and drought. - A neighborhood enactment of a rain water containment system that by example is adopted by the City and County would do much to alleviate the need of a public water system. - When there is a good winter rain - as it seldoms rains in most of California during the late spring and summer months- people become complacent and neglect conservation practices. This is the negative part of human nature.
There is an ever present scenario when electrical power is lost due to an aged over burdened electrical system, and, by the fact that few California cities produce their own electriclty that is often cabled in from other states such as Nevada and Texas. Cities should look into the feasabity of producing their own electricity using solar, wind and tidal elements rather than purchasing out-of-State electrical power.
There is plenty of talk about water conservation.
There is plenty of talk about non-conventinal electrical sources.
And there is very little action at the ground level to do anything about water conservation and ulterior electrical sourses other than talk.
