Biography

Reno obtained his Bachelor of Arts degree from The University of Michigan-Ann Arbor and has the Advanced Property Tax Certificate issued by the State Board of Equalization. He has risen through the ranks of the Alameda County Assessor’s Office the last 13+ years, the last 7+ years as Supervising Appraiser where he has overseen Training and Standards within the office. It's important to note this experience makes Mr. Ursal knowledgeable on how to run an office, how assessments are made and how to successfully surrender the roll on an annual basis.

In the community, he has been heavily involved as a sports coach and youth mentor in Mountain House, Tracy, Stockton and Alameda. He has been married for 18 years and is a proud husband, father, son and brother.

Political Philosophy

I work on behalf of the taxpayer. From the homeowner to business owner, the Assessor’s Office is here to serve you! I’ve always kept this mindset with the Alameda County Assessor’s Office as staff and Supervising Appraiser!

Proactive outreach to the community!  I will emphasize community-friendly literature and live workshops for the public regarding Prop 13 and the impact of property taxes. My goal is to make this agency approachable for underserved communities and all residents of San Joaquin County!

Prop 60 and Prop 90 advocate! I will advocate to the San Joaquin County Board of Supervisors to pass Prop 60 and 90 ordinances already passed by the State. This is a voluntary program each County must agree to participate in. Prop 60 and 90 allows for property owners 55+ years old intercounty and intracounty base transfers for replacement dwellings. Property owners age 55 and older should have the option to transfer lower base values of their previous primary residence  if they move in San Joaquin County!

Transparency. All taxpayers should be informed regarding the processes and rationale in their property tax assessments!

I am committed! I’ve been married for 18 years, raising 3 kids and rose through the ranks of the Alameda County Assessor’s Office. I’ve been a basketball coach for years, dedicating my time to the youth. I’m a child of Filipino immigrants who had to prove himself in every aspect of my life! I graduated from The University of Michigan. I migrated to California and built a good life in Mountain House!  I am a committed person who doesn’t run away from challenges!

Assessor’s Office Experience! I’ve risen through the ranks of the Alameda County Assessor’s Office the last 13+ years, the last 7+ years as Supervising Appraiser. I’ve resolved various assessment issues including: Legal Entity transfers, trust transfers, new construction assessments, calamity assessments, appeal cases, roll corrections, value allocations, mapping changes, CLCA contracts, deed recordations. All of these topics are the realities of working in an Assessor’s office that I have experienced first-hand as staff and as Supervisor!

Fresh Perspective.  Along with my experience, I bring new energy into this agency. Fresh eyes can identify areas to improve that an office veteran may not notice! I am a candidate with both a fresh perspective and experience! I would be honored to have your vote!
