Biography

I am a small business owner who built a successful career as a health clinic executive, senior housing developer and business consultant. During my career, I founded senior living communities, operated retirement and health care centers for seniors, including affordable housing.

 

 

I served as Chief Strategy Officer of Choices Women’s Medical Centers, leading a team of medical professionals and support staff in providing quality comprehensive care to women.

What do you think the State should do to encourage affordable housing for all Californians?

According to a "Civility In America” survey, 75% of Americans believe that the U.S. has a major civility problem. If you are elected what will do to address this?

Climate changes, and the shifting between very wet weather and drought, worry Californians. What strategies would allow your district to both satisfy its water needs and protect the environment? Please be specific.
Answer from Joy Silver:

I can’t express how urgent the need to combat climate change is. We need to reduce greenhouse gas emissions more than 80 percent below 2005 levels by 2050 as well as continue to strive to obtain the goals of, if not rejoin the Paris Agreement which would maintain global temperature increases to “well below” two degrees Celsius and to pursue efforts to limit global temperature increases to 1.5 degrees Celsius. We do not have to choose between protecting our one and only planet and creating good paying jobs.  Building a clean energy economy can obtain both.  

 

 

What programs or strategies would you suggest to meet the educational needs of young, low-income Californians?
Answer from Joy Silver:

My top priorities for California public schools are to fight for the revenue-raising authority for school districts at the local level, improve compensation and resources for our dedicated classroom teachers, address the teacher shortage, and make sure every student regardless of immigration status is able to have access to a full education.   Education can be the great equalizer and we need to protect our public schools against attacks from the right-wing and charters, and work to restore funding to pre-Prop 13 levels so all California kids get the quality, individualized instruction they need to succeed.

Political Philosophy

I’m a pro-jobs Democrat.  I believe that our state government should be serving the people by creating jobs, expanding opportunity and ensuring that anyone who works hard and plays by the rules has a fair shot to get ahead and stay ahead.  

 

I’ll fight to tackle the challenges ordinary people face – affordable housing, healthcare costs, traffic congestion, getting a quality education and job training to succeed in today’s economy.

 

I grew up in a working-class family so I share our district’s values and know what it’s like to struggle to make ends meet.  My father was a police detective.  I attended public schools and worked my way up the ladder in business.

 

In the State Senate, I’ll put my business experience to work to deliver for our communities and ensure our tax dollars are invested wisely.  I’ll never forget my working class roots and I’ll ensure state government serves the people, not the special interests.

 

I admire our current Governor Jerry Brown who brought California back from the brink of fiscal collapse, turned our state around and is working with both sides to deliver results on transportation, education and clean energy.
